Well, in any case, the International Security category is just that: a category. You need some actual text to go in it; otherwise, it'd be saying 'good things come in small boxes' and then simply fondling a small cardboard box.

That said, boosting police and military spending is something you can do on your own bat: there seems little point forcing everyone else to do so, particularly you will end up requiring nations not amicably disposed to you to spend more on elaborate ways of killing your citizens.

Not that there is anything wrong with the idea of this, but it is up to the individual nation to fund its armed forces and police.
