Purpose:

RECONGNIZES that some countries do need nuclear weapons for denfense

PREVENTS major wars such as anything similar to the cold war or Another World War

Article 1

Countries will not be able to use there nuclear weapons or WMD's.

A major concern here is harming of countries surronding the one of the attacked, example: The USA cant attack North Korrea because the fallout would spread to japan and China.

However, The UN will make a comittie, the NWAC (nuclear weapons allowence commite) A country would have to fill out paper work that says and promises that they will not use the weapons unless a threat of serious danger, also, for the allownce of the country to be implied, the attacking country must state the country that they are planning on attacking. This will be kept confidential to prevent accusing of the UN, The Attacked country and surronding countrys must have minimum fall out as possible.

Example: If a country wants to attack a Island its more likely to be accepted then a landlocked country.

Think: Can we really take the countrys word for this, that if they SAY that they need them for denfence and then go make a world war by attacking a country killing millions and then the fallout killing more thousands. This Proposel can help change that, it is one step to making this world a better place.

Illegal. Repeals can't form a committee or introduce new laws

"Furthermore, repeals or proposals may not make reference to the so-called "Real World" - a dimension The Librarians have been singularly unable to access despite our expertise in space-time continuum navigation - and the problem of nuclear proliferation is already covered in depth by the Nuclear Terrorism Act, Nuclear Armaments Act, Nuclear Non-Proliferation Act and Radiological Terrorism Act.

"Not to mention that the idea of filling out paperwork before a nuclear strike runs contrary to the likely situation facing any nation contemplating a nuclear strike - namely, that it is either planning an initiatory nuclear strike and will thus be loath to "show it's hand"; or that it has already been the victim of one and is planning a retaliatory strike. Neither circumstance is likely to be amenable to regulatory paperwork."

~ Margaret Andrea Morgan Cheltenham, FIHTL Ambassador to the UN.
