I’m afraid that the method of election isn’t under the UN’s control dear as it’s Metagaming (http://forums.jolt.co.uk/showpost.php?p=8913201&postcount=1); you’ll have to control the policy for appointing the Delegate independently from the UN.
However, the Delegate is the individual put into power because they have the highest number of endorsements so the democracy you seek is already engrained into regions to a degree.
