FIRMLY BELIEVING that each nation should take into account the responsibility of payment for any given resolution.

AWARE of the severe number of expensive resolutions passed without means of payment.

CREATES the IFC (international finacial committy) whose duty it shall be to evaluate all UN resolutions before enactment to assure they are economicaly sound.

REQUIRES all future UN resolutions to contain a clause of payment before excptence

FIRMLY URGES all nations to consider the world community and its needs verse their own when voting for a resolution.

I'm voting against this, as this is the sort of thign you're supposed to roleplay, not rules mechanic. Go make an off site forum and call it something.

IC: Here here! Non Compliance, and leaving the UN at the right time to avoid certain harmful resolutions has been our way to support our local economies. But isn't this just a matter of forming a funding subcommitee?

This would be a change in the way game mechanics are handled (as the only possible way to fulfill these obligations would be to make the Mods the IFC) and is therefore illegal. Sorry, you can't do this.
