Electronic Monitoring Act

In this world of evermore advanced technology, the dangers of abuse continue to grow with each year. This draft will attempt to address this problem and come to a feasible way to counter this danger.

Law 1:

The government of any sovereign nation has the right to monitor, track and record any suspicious activity over the Internet. Upon realizing that the suspicious activity is a threat to national security they are allowed to react in force.

Law 2:

The government may NOT continually track and record the activities of one individual for any personal reasons. Or continually track and record the activities of an individual without due cause.

Law 3:

The government may monitor any phone calls in random checks or sweeps and may maintain continuous monitoring of the phone calls made around their respectful countries. They may not however target a single indvidual without due cause or purpose.

Law 4:

The maximum sentence for Cyberterrorism or the attempt at Cyberterrorism is 10 years in a maximum security prison.

(OOC: There is some stuff missing I know, and this may seem a little confusing, or a lot, but I think with some work we can shape this into a viable proposal, suggestions....)

a) you must always include a Category and Effect/Strength.

b) virtually every line either duplicates or contradicts Resolution #10, Stop privacy intrusion (http://www.nationstates.net/page=UN_past_resolutions/start=9).

Suggestions? Repeal #10 (and possibly several others) and start over.
