future proposal: Regional UN offices

Description: The United Nations,
RECOGNIZING that the United Nations require a building where to conduct their activities.
NOTING that such buildings are inadequate or completely absent in a number of member nations.
CONCERNED that the space in the main building is becoming scarce and too expensive.
1. ACCEPTS that smaller nations are unable to fund buildings large enough to house the entire UN on their own;
2. DEFINES 'regional UN offices' as an office building belonging to UN and having enough room to house either:
A. all the Regional Representatives at the same time.
B. all the UN member nations' delegations from the same region at the same time.
whichever is LARGER.
3. REQUIRES the nations which are elected to be UN representatives for their regions are to build 'regional UN offices' in their territories;
4. URGES any other UN nations present in the region to contribute help in the form of
A. money
B. materials.
or
C. labor
for these buildings proportional to their population levels.

Uh, we have one building. And it's everywhere and nowhere at the same time. It's like TARDIS or something.

Scare, yes, but Building Mgmt hasn't started assessing fees yet.

Well, if the Funding Act passes...

You could roleplay this, but the UN Building has been discussed before, and you can't push anything on regions, so I think this constitutes MetaGaming, making it illegal.
You could still certainly build your own building in your region, but the UN's hands are washed of the thing. It would be unofficial.
In general, this proposal is illegal because it attempts to change aspects of the game, as well as the fact that the UN building has been discussed before, and everyone enjoys the status quo as it is now.

I originally wanted to propose that these buildings are there in case of an alien attack/natural disaster, but decided that was silly, although it does take something away from the proposal. :rolleyes:
about your complaints:
the fees are not a direct issue, but since the offices should require cleaning and the building- it's maintenance, you can be pretty sure that UN pays a bunch of gnomes to do these things, so it's a fictional UN expense.
UN funding has nothing to do with buildings (at least as seen in this proposal).
I agree it might be metagamish, and if it's been discussed before I give my apologies.
however It in no way changes any aspect of the game- you said yourself that UN building is everywhere, so from game perspective the process would remain the same. To clarify, I suppose a line could be added that all RUNOs should be connected by a video conference network.

So if you're your region's delegate, your nation has to build a RUNO (Regional UN Office -- nice acronym, that ... ) *sings* If you knew RUNO like I know RUNO, Oh, oh, oh what a building ... sorry ... build a RUNO in its territory. Well, anyway ...
In many stable regions that would be fine. But some regions change their Delegate politely at regular intervals. Some regions change 'em acrimoniously at irregular and frequent intervals. And some get raided, and a new nation becomes Delegate.
Every one of these nations would have to build a RUNO, yes? The longer a region existed, the more littered it would be with RUNOs. You sure you want that?

But the only way this would work is that you would have to roleplay it.

I agree that having a lot of left-over RUNOs might be a bad thing. here's an Idea: regions have a lot of empty space, right? to accommodate extra nations that the helicopters might one day bring. so we could ask that some land (I think a square kilometer should be more than enough) be set aside, and then have RUNOs built on thin neutral territory.
As for role playing, I was under the impression that all UN resolutions are more enjoyable if they are role played, so why should that be a problem? or do you mean that this resolution doesn't have any statical impact? (I'm pretty sure it does, just don't know how)
finally, thank you, Akimonad, for providing that link, last time I asked (well actually someone else asked and I overheard/read) I was given this link (http://ns.goobergunch.net/wiki/index.php/UN_Headquarters) instead. you will see that it does indeed have very little space for all the UN member nations. which is [a small] part of why I drafted this proposal.
