Article 101: Establishment of the Free Trade Area
The Parties to this Agreement, consistent with Rules of the UN, hereby establish a free trade area.
Article 102: Objectives
1. The objectives of this Agreement, as elaborated more specifically through its principles and rules, including national treatment, most-favored-nation treatment and transparency, are to:
(a) Eliminate barriers to trade in, and facilitate the cross-border movement of, goods and services between the territories of the Parties;
(b) Promote conditions of fair competition in the free trade area;
(c) Increase substantially investment opportunities in the territories of the Parties;
(d) Provide adequate and effective protection and enforcement of intellectual property rights in each Party's territory;
(e) Create effective procedures for the implementation and application of this Agreement, for its joint administration and for the resolution of disputes; and
(f) Establish a framework for further trilateral, regional and multilateral cooperation to expand and enhance the benefits of this Agreement.
2. The Parties shall interpret and apply the provisions of this Agreement in the light of its objectives set out in paragraph 1 and in accordance with applicable rules of international law.
Article 103: Relation to Other Agreements
1. The Parties affirm their existing rights and obligations with respect to each other under the UN and other agreements to which such Parties are party.
2. In the event of any inconsistency between this Agreement and such other agreements, this Agreement shall prevail to the extent of the inconsistency, except as otherwise provided in this Agreement.

Ok:

1) Drop the "10X" and leave it at just "X".

2) Blank lines are your friend. They increase readability tremendously.

3) This is an agreement, not a resolution. Agreements are things nations sign onto and have statements such as "the parties of this AGREEMENT". Resolutions are legislation shoved down the throats of all participating members to the fullest extent that the text permits.

4) Speaking of which, it doesn't do anything except declare a bunch of faith based initiatives - a concept long lost upon this body - and create a "Free Trade Area" while neither defining what an FTA is nor saying what limitations it has or what enforcements it creates. For example, can I bar trade on something I don't want sold in my country? Can I tax your products with the same sort of taxes I put on locally created products? Can I charge port fees against the shipping company which may very well be the producers? Heck, from what you've said so far, I can tax as much as I want on the products so long as I let the products go to market because I redefined free trade as "freedom to trade" instead of "trading without levies"

If you want to create a large Free Trade Area/Free Trade Zone, you should be taking this document to International Incidents. Even if you want to limit the membership of the FTA to just UN members, it should be advertised in International Incidents. This forum is devoted to the actual operations of the UN - her resolutions and, occasionally, her committees

If you want to turn this into a Free Trade proposal, you're going to need a LOT of work and probably you'll need to change the base premise.

The U.N. Members to this Proposal, consistent with Rules of the UN, hereby establish a free trade area. From the implementing of the Proposal the official name if the Free Trade Area will be Free Trade Agreement on the U.N. With in the following proposal it may be referred to FTA, FTAUN whereas it represents the Free Trade Agreement of the U.N.

Article 102: Objectives

1. The objectives of this Proposal, as elaborated more specifically through its principles and rules, including national treatment, most-favored-nation treatment and transparency, are to:

2. In the event of any inconsistency between this Proposal and such other agreements, this Proposal; shall prevail to the extent of the inconsistency, except as otherwise provided in this Proposal.

Article 104: The Free Trade Commission

1. The FTAUN hereby establish the Free Trade Commission, comprising cabinet-level representatives of the U.N Ambassadors or their designees.

2. The Commission shall:
(a) supervise the implementation of this Proposal;
(b) oversee its further elaboration;
(c) resolve disputes that may arise regarding its interpretation or application;
(d) consider any other matter that may affect the operation of this Proposal;.

3. The Commission may:

(a) establish, and delegate responsibilities to, ad hoc or standing committees, working groups or expert groups;

(b) seek the advice of non-governmental persons or groups; and

(c) take such other action in the exercise of its functions as the U.N members may agree.

4. The Commission shall establish its rules and procedures. All decisions of the Commission shall be taken by consensus, except as the Commission may otherwise agree.

5. The Commission Session shall last at least three(3) consecutive months in a calendar year and no more that nine(9) months in a calendar year

6. The Commission shall convene at least once a year in regular session. Regular sessions of the Commission shall be chaired successively by each U.N Member delegate.

7. The Commission shall have the power to convene emergency sessions if and only if 2/3 on the Commission Delegates agree to the matter; the Emergency Sessions shall not be held within the rules in Article 104 Section 6

Article 105: Commission on Foreign and Domestic Affairs

1. The FTAUN hereby established the Commission on Foreign and Domestic Affairs, comprising cabinet-level representatives of the U.N Ambassadors.

2. The Commission Shall have the power to:

(a)rule on all matters involving members if the FTAUN, whereas the matter involves:
1. Tariffs and Embargos
2. Intellectual Property Rights
3. Copy Right Infringements
4. Patents and acts such as them
5. Trademarks
6. Trade Policies
(b) establish, and delegate responsibilities to, ad hoc or standing committees, working groups or expert groups;

(c) ) take such other action in the exercise of its functions as the U.N members may agree


(d)rule on matters involving FTA members and non FTA or U.N members with in the same matters stated in Article 105 sub-part a. 1-5

3. The Commission shall establish its rules and procedures. All decisions of the Commission shall be taken by consensus, except as the Commission may otherwise agree.

4. The Commission Session shall last at least three(3) consecutive months in a calendar year and no more that nine(9) months in a calendar year

3500 Character limit - and every time you hit "enter", you may have an extra character tossed in. If you toss it into MSWord, I'd say count characters with spaces plus 2Xparagraphs.

If you want us to make suggestions of how to prune, I can start looking at what's unnecessary or already done or whatever.

For a start, I suggest using the existing UN Free Trade Commission for arbitration; there's really no reason to create a new one with identical duties.

We are seriously impressed by the verbosity of the honoured ambassador for Metro-Louisville, if not his grammar.

We find the establishment of the Commission of Foreign and Domestic Affairs, a catch-all title if ever we heard one, somewhat troubling. We are not averse to having a body to arbitrate concerning disputed trade agreement elements, but are mildly concerned that such agreements should exist before they are ruled upon. The Commission otherwise appears to have rather sweeping powers to decide on whatever it feels like deciding, and we would rather see them constrained.
