While I'm not sure that this is the proper forum for this idea, I'm confident someone will set me straight if I'm in error.

I seem to be on the short end on most votes. I thought about what I could do to change that without sacrificing my beliefs, and came up with the following notion.

What if countries submitting proposals that passed then had to wait a period of time before they could submit a subsequent proposal? The waiting period would be determined by the percentage of 'yes' votes the passed proposal received. For each percentage point, rounded down, less than 100%, the country would have to wait one week before submitting a new proposal.

For example, a country whose proposal passed with 100% approval could submit a new proposal immediately.

Another example, a proposal from a country that passed with only 75% approval would have to wait 25 weeks before submitting another. Perhaps the time interval per percentage point should be smaller, but I think it should be large enough to be a deterrent to less than universally-supported proposals.

By rewarding countries with well-supported proposal, perhaps I won't be on the short end of the vote so often.

Proposals like this are illegal: you can't legislate the way the game works. A less nuanced version (http://ns.goobergunch.net/wiki/index.php/Proposal_limits_%28removed%29) of what you suggest was in fact passed - and deleted - long ago. Sadly, this fetus will have to be aborted.

To put the Official Stamp on this ... no. You can't propose changes to game mechanics via the UN proposal queue.

The proper venue for this would be the Technical forum, but I don't think this would be well received there, either. I see several possible outcomes from this sort of thing: Frustrated new players would leave the game, being unable to propose for up to a year after their dumb proposal got 5 approvals
You'd see an artificial uptick in approvals, simply for the purpose of outwitting the game mechanics. It's already there from certain players (can you say WZForums?) who approve every proposal, regardless of merit.
You might see a downward trend in UN proposal approvals, as viewing the silly stuff is often its own reward. Remove the ability (it IS a humorous game, after all), and you limit the funNS Game Mods already sweep the proposal queue several times a week to remove illegal proposals. That mechanism is already in place. Adding code to replicate our activity isn't needed, or particularly wanted. Sorry, but t'ain't gonna happen.

Add on that the regulars (who, yes, do have proposals that miss quarom and intentionally send proposals through to not reach quarom just to monitor the approvals) will all bypass the system using multiple puppets and moving their UN status between them. Newbies would not, necessarily, be aware of this tactic and so it becomes an even greater advantage for regulars.
