Two disclaimers:
1. I'm posting this here rather than Technical because I thought UN posters might want to discuss it, but wouldn't see it in Technical. If we discuss it here, decide whether it's a good idea or not, and refine it as appropriate, then that'll save time on the other end and make for a stronger case.
2. I know no indication has been given the admins are interested in adding new categories right now, and accept this means this idea may not be accepted, or at least indefinitely prolonged. There can be no harm in asking, though.
I would like to suggest an augmentation to the Environmental category: a Mild strength. All Businesses would be kept (for naming purposes, it could maybe be called All Businesses - Strong and this new one All Businesses - Mild). It's very difficult for people to write environmental proposals that are general in scope, covering issues like pollution, energy, or land use, while being restricted to All Businesses. Resolutions like Mitigation of Large Reservoirs or Sustainable Agriculture Center were parcelled into this, but their effect would be markedly different from Fossil Fuel Reduction Act or Help Prevent Ozone Depletion.
Adding a Mild strength possibility would avoid people being discouraged from writing general-but-not-crippling proposals, and might encourage a bit more realistic scope.
