New UN Proposals

I have recently proposed 4 things to the UN. The proposals need other endorsements so they can become law. These are the proposals:
UN Proposal

International Security

Safety Terrorism Act

RECOGNIZING the good intent of United Nations Resolution 1

SEEKING to fulfill United Nations Resolution 78’s statements that “The best way to combat global terrorism is through intelligence; perhaps a new resolution regarding this should be brought to the floor”

COGNIZANT to the facts that proper intelligence can prevent terrorist attacks and can also make future wars shorter with a lower cost in lives

HEREBY:

1) ENCOURAGES member nations to increase funding in intelligence

2) ALSO ENCOURAGES member nations to be diplomatic in dealing with terrorists

3) HOWEVER, RECONIZING that diplomacy with terrorists will inevitably fail; intelligence will prevent a catastrophic war

Strength: significant

Free Trade

Worldwide Tariff Ban

RECOGNIZING the detriment of tariffs in our society

COGNIZANT OF the impact that other free trade agreements have had

PROVEN BY the rise of the European Economy after the EU dismissed tariffs

PROVEN AGAIN BY the rise of all economies within the northern hemisphere after NAFTA

SEEKING to take the global economy to another level

HEREBY:

1) DEFINES a tariff as any duty imposed on traded goods from one country to another by the government of either country.

2) EXTENDS this definition to cover any charges for arbitrary charges ex: “security checks, etc.”

4) MANDATES that all member nations must forthwith eradicate all tariffs from their countries trading system

5) ENCOURAGES member nations to engage in diplomatic discussion with non-member nations with the aim of eliminating their tariffs

Strength: strong

Firearms Act

NOTING the United Nations resolution 94, which states that an individual has the right to protect himself and his property

RECOGNIZING the fact that individuals can not do this without firearms

FURTHER AWARE OF the fact that gun control laws only bans lawful people from retaining a gun as the unlawful people will still buy these guns elsewhere

COGNIZANT to the truths of the dangers of firearms

HEREBY:

1) MANDATES that all guns must be bought from a licensed individual

2) FURTHER MANDATES that all owners must complete a Firearms Safety course

3) DETERMINES that the firearms must be approved for purchase by the UN

4) ESTABLISHES the United Nations Gun Agency, whose purpose is to provide courses for Firearms Safety, license reputable individuals who wish to sell guns, and approve firearms for purchase

Decision: relax

UN Force Bill

SEEKING to provide every country with a stable government

RECOGNIZING that prolonged civil wars only serve as a detriment to the world economy

COGNIZANT that during civil wars, the poorer citizens are oft without the essentials of life

WISHING to prevent future disasters comparable to Somalia, the Sudan, and Liberia

HEREBY DECLARES that if a country shows prolonged periods of political instability,

AND if that country is neglecting its citizens

THEN the UN may begin an occupation of that country with a coalition force

AND may determine if the countries future status (government, partitioning, etc)

Strength: Strong

The red parts of your Free Trade proposal will have to be deleted. NationStates is "imaginary" and thus we can't make real life references in our resolutions. You can talk about them here in debates, but the proposals have to be somewhat generic. That said you can just say "CONVINCED that ... {something about reducing tariffs} ...". Weak opinions are OK in the preamble clauses.

Strength: significantUN Counterterrorism Initiative (http://www.nationstates.net/page=UN_past_resolutions/start=167) already covers this. Pay especially close attention to clauses 6E and 7.

Decision: relaxI'd care to know how you figured this was a proposal to "relax" gun control? And the bit about "firearms must be approved for purchase by the UN" is an immediate no from me. Sorry.

Strength: StrongUnbelievably insane idea, and illegal besides. You can't create a UN military force.

And just like Mik said, RL references are also illegal. I encourage you to read the forum sticky that outlines the rules for submitting proposals.

its a coalition army made of the armies from countries within the UN
not a UN army, but a coalition

The UN can't do that, either. You can't mandate a UN-authorized coalition force any more than you can create a directly UN-controlled force. Please read the rules.

UN resolutions are laws or are to be transcribed in nation laws. You can't argue a proposal by saying that unlawful people are not respecting the law. It's a nonsense because then other unlawful people won't respect this present resolution.

RECOGNIZING that according to United Nations Resolution #192, the Sexual Privacy Act, “BANS the criminalization of any form of sexual activity provided that, a) it is performed in privacy, and b) all participants are consenting adults,”

NOTING that animals are incapable of consent, and that such lack of consent is why rape is commonly considered an inappropriate act,

SEEING that United Nations Resolution #173, Repeal “Definition of Marriage” says, “The last line is also disturbing: "FURTHER RECOGNIZES all nation's right to expand this definition beyond species borders as the individual governments see fit."

This is an endorsement of beastiality, and it should have no business being in the UN,”

RECOMMENDS that member nations outlaw beastiality,

STRONGLY ENCOURAGES member nations to punish those guilty of beastiality to the fullest extent of the law, and,

CALLS UPON member nations to provide counseling and medical care for those engaging in acts of beastiality.

A bestiality proposal? Oh, goody! That means you're going to have to define what is a beast. Which means we're heading for another round of the sentients/sapients argument. I love the classics!

Seriously, though, you will have to make clear that by "beast" you don't just mean "member of another species".

This is NS, after all. I have a -- warm friendship -- with the Invisible Wabbits. And, frankly, I have my suspicions about what the Karmicarians get up to with Mme Vermithrax. Or, indeed, anyone. Not to mention ... well, perhaps, not to mention the Ithanians. Or CPESL. Or the Kennyites. And as for those foul-mouthed dolphins, and the Werepenguins, and the St Edmundans in their funny suits ...

Yeah, Sorry. Anyway, I'm opposed to a bestiality proposal on the same grounds I opposed the necrophilia one -- micromanagement -- but that doesn't say it wouldn't succeed, if you rewrote it a bit.

I'd rephrase it to make sure you're not depending on other resolutions to make it work. I haven't actually figured out how heavily your proposal depends on the resolutions you've quoted. But it has to be able to stand or fall without them. If you're dependent on the existence of another resolution, and that resolution should suddenly be repealed, your proposal would fall over too. That's why people talk about "House of Cards violations".

This is going to get you a lot of "There ain't none in my nation" sidetracks. Up to you if you want to deal with that.

And you need to do a search-and-replace. It's "bestiality", not "beastiality".

BTW, would you mind putting your proposals in individual threads? It gets confusing having people discussing different proposals all in the same place.

Is the UN building an army? A governmental super power? Government causes oppression. Oppression causes anger, greed, and war. It seems like these new proposals are just an addition to a collection of rules and regulations that control citizens and sway governmental "ethics".
