1.All citizens legal by law, my participate in elections if decided to be held by there country.

2.All legal citizens have the right to live in a country were they have protection.

3.All legal citizens have the right to basic healthcare provided by the U.N. given to the country.

4.All legal citizens have the right to own slaves(if permitted by law) if they are treated Humanely

5.All legal citizens have the right to live and not be killed by government officals without direct evidence and/or trial.

6.All legal citizens have the right to express there opinon to the U.N. or address a country in there region that is in the U.N. about a growing problem in the specific country

7.To get any of these a citizen must go through the processes to become a legal citizen

You should probably read a few UN resolutions that cover this. You're kind of duplicating them. Mostly #26 The Universal Bill of Rights. (http://www.nationstates.net/page=UN_past_resolutions/start=025)

You should also consider adding:

-the right to basic education

-the right to protection by your government

-the right to freely practice religion

-the right to peacefully demonstrate

-the right to freedom of choice regarding ideology

Why don't we just write a resolution stating that everyone has a right to everything? It's much easier than saying what people can and can't do.

Hungry? Bam, right to food.
Angry at traffic? Bam, right to public transportation.
No money? Bam, right to government welfare.

Honestly. How many rights do people have? And who gives them to people?

After all, if you are dead, then the other rights don't really matter.
