Proposal in consideration: Malaria Initiative

Since I'm completely new to this game (as you might tell from the fact that this is my first post), I thought I should post this here before making an official proposal and get what I hope will be some constructive criticism.
Malaria causes about 350–500 million infections in humans and approximately one to three million deaths annually, this represents at least one death every 30 seconds, with the majority of deaths in children under the age of five.
Indeed, Malaria causes more deaths and infections than AIDS. Unfortunately, the media has the public more focused on AIDS and not even knowing there is a Malaria epidemic.
This requires that:
1. The UN makes it known of the Malaria epidemic.
2. Testing of all blood banks for Malaria.
3. A fund will be established for countries to donate to, and the funds collected to be distributed towards the hardest hit countries and to ensure that those funds are used for medicine, mosquito nets, and any other tools to be used to combat Malaria.

You've done fairly well for your first proposal, and I can't fault you for that.
Unfortunately, this resolution probably violates some already on the books, is illegal for making Real Life references, and operates from an unprovable assumption, i.e. that there is a malarial epidemic sweeping NationStates. That's not the case.
Just don't submit it and you'll be good. Welcome to the UN!

First, let me welcome you to the UN. Let me also congratulate you on your decision to post your draft here. Sadly, many new nations fail to do that.
As for your proposal, it is illegal in its current form. RL (real life, real world, whatever) references are not allowed in proposal texts. Also, this probably overlaps Epidemic Prevention Protocol (http://forums2.jolt.co.uk/showpost.php?p=7243294&postcount=78). Take some time to look through the Passed N.S.U.N. Resolutions (http://forums.jolt.co.uk/showthread.php?t=357572) to get an idea of what has already been addressed.
That said, this is a good first effort and again I welcome you to the NSUN.

Older resolutions like UNR #32 were not held to the same standards that apply today. I think it's safe to say that both Malaria and AIDS exist in nationstates, but you have to be careful about using RL statistics, claims and references in your text. That stuff in Global AIDS Initiative about "enormous increase in the past decade in HIV infection rates" probably wouldn't fly today.

Hmm I didn't know about that topic, and there's 40 something pages and I didn't get through all of them (but I did look through a lot of them).
Looking at the Epidemic Prevention Protocol, I can see where it overlaps so I guess I won't be proposing this one, but a repeal on resolution 32 instead, for the same reasons you have just given (RL references, overlapping the protocol). I guess I'll brb shortly with a new proposal to be looked over.

Sadly, a Repeal based solely on rules violations would be a metagaming violation. Depending on the phrasing, the overlap would be acceptable, though.
