This is legislatin which sets standards for implementing net metering for alternative energy. Net metering is ability for businesses and individuals to sell back and redistribute energy from alternative energy sources like biogas, solar, wind, and small hydroelectric to the power grid. Countries do not have to do this, but it will give people incentives to invest in alternative energy.

CONCERNED that alternative energy is not being used efficiently. That at peak times in energy production, energy is being wasted which could be redistributed to the power grid. That people want to use and install alternative energy, but it is too costly to implement because of its intermittent nature. That the ability to net meter in limited quantities will encourage greater investment in alternative energy by both individuals and businesses.

HOPEFUL that many nations in the United Nations will join this initiative which will help accelerate the development of alternative energy internationally, by making it more profitable and efficient.

The United Nations:

1. ESTABLISHES International Net Metering Standards Organization (INSO).

2. CHARGES the INSO with the following duties;

1) To establish baseline guidelines for establishing net metering or selling electricity back to the power grid.
2) Provides standards for businesses and individuals for equipment to net meter electricity.
3) Identifies best practices for using alternative energy sources to send energy back to the power grid.

OOC: This is one of the best ways to get people to invest in alternative energy. It accelerates the implementation of energy sources like solar, and wind power. I do not have any votes so this is a suggestion only at this point if anyone wants to pick it up.

Whilst we have no objections in principle to committee creation, being firm advocates of supplying jobs for gnomes wherever possible, Sheik bin Cluich is correct in as much as no committee is strictly necessary in this proposal. The resolution could simply urge (or, if preferred, require) nations to allow their industries to sell self-generated power back to the grid. The language of such a resolution would need considerable work, however; as it stands, it does not require such power to be generated from environmentally friendly sources, no matter how much the preamble may praise alternative energy.
