I believe that in order to expand weaker economies within our borders, enslavement of prisoners of war and criminals should be an institutional way to encourage foreign companies to invest into these above mentioned nations.

Let me start off by saying welcome to the UN. Now, on to what you have "proposed".
There are a few things that you would need to do first. I think a repeal of "End Slavery (http://forums2.jolt.co.uk/showpost.php?p=7029586&postcount=7)" would be needed, but repealing it would be a pain. However, if you're really serious about doing this, I'm sure you'll give it a shot.
Next, what nations are you talking about? It's not stated anywhere except in the line "above mentioned nations".
Next, I don't see how enslaving prisoners of war and criminals will encourage foreign nations to invest in whatever nations do this.
Also, you may have a weak economy, but there are plenty of us that do not.
This isn't going to fly.

"End Slavery" doesn't ban slavery or enslavement; it just bans buying and selling of people. And I don't see anything in "Wolfish Convention on POW" that would prohibit enslaving prisoners of war, so long as the work isn't excessively dangerous. So I don't see why Ursarcadia couldn't do these things already.

No, it's not. End Slavery doesn't compel people to release those who are already slaves; and it doesn't prohibition ownership of persons, thereby allowing someone to acquire slaves anyway, so long as they're not bought.
To put it another way: can you cite the language in Resolution #6 that would prohibit the petitioning nation from enacting the policies they've advocated?

Or keeping the offspring of current slaves as slaves as well.
I'm pretty certain it was ruled the title had binding impact on the legislation, thus since "end slavery" was passed, slavery was ended.
