Recalling Countless reports on the dangers of poorly housing and disarming currently active nuclear weapons
Acknowledging the dangers of nuclear countries with unstable leadership
Noting the growing hazard of nuclear waste and general corruption that follows all domestic nuclear waste removal, as well as the great advance of both nuclear and non-nuclear countries in the area of improved waste disposal and also the will of non-nuclear countries to attain a number of nuclear weapons.
Recognizing the need for a redistribution of nuclear weapons to cease all further proliferation of weapons.

Declares Accordingly to the countries with known nuclear technology to enact a program for the redistribution of a single nuclear device to a non-nuclear country the device itself must be no larger in size than twenty-five (25) kilotons of nuclear blast material contained. The country must pass rigorous testing of its ability to control the device and demonstrate a visible need to “lease” the device.
Reminds the global community of the economic turbulence involved in the almost perpetual state of conquests and double-dealing in NSUN
Urges the creation of a nuclear waste disposal site, sanctioned by the United Nations in return for significant economic reimbursement and a global sanctioning (if eligible) of that country’s nuclear program
We further invite any nation with the wish to enter into a “nuclear lease pact” as sanctioned by the UN, or become a Sanctioned Waste Disposal Site to wire a telegram to the Republic of Ashgabar or any nation within the Islamic League expressing their desire, this request, if deemed valid, will be transferred to the United Nations Committee on Legitimate On Nuclear Imbursement, (UNCLONI) which will be created for just this purpose.
Urges anyone with any questions, complaints or possible amendments (while fully realizing that this is impossible, an amendment offer will be met with consideration for a possible repeal process) to either wire a telegram to the Republic of Ashgabar OR post the aforementioned comment on the NSUN forum.

Well for a start, the fact that both Diaoxian and Ashgabar are UN members gives me - possibly unjustified - pause for thought. It'd also be really helpful if you could double return between clauses, because it's hard to read otherwise.

As to the text:
- the Declares clause contradicts Resolution #151, Nuclear Non-Proliferation Act (http://www.nationstates.net/page=UN_past_resolutions/start=150): you'll have to repeal that before effecting nuclear redistribution;
- the Reminds clause is bizarre (or would be in any other proposal: no offence, but in context...);
- the stuff about bilateral agreements with Ashgabar/Islamic League has to remain just that: bilateral; you'll have to leave it out of the proposal;
- the final Urges is unnecessary, and is illegal.

Perhaps the best thing to concentrate on would be that bit in the middle about nuclear disposal: there's definite scope for legislation there. I suspect the other parts are non-starters.

Even if one were to ignore the multiple faults with this legislation that have already been pointed out, it seems to us that attempting to resolve the problems of "nuclear countries with unstable leadership" and "proliferation of weapons" by giving non-nuclear countries nuclear weapons is a poor solution at best, and outright counterproductive at worst. For that reason alone, we could never support this.
