Reduction of Greenhouse Gases Proposal

I've requested that the current resolution be repealed due to lack of enforcement, and I've crafted a new proposal for consideration. I would appreciate any and all feedback on it's legality under the rules regarding proposals, as well as any feedback if you feel certain changes should be made. I appreciate your constructive and kind critiques.

Here is the proposal as currently written:

Recognizing the importance of UNITED NATIONS RESOLUTION #172, however dismayed by its lack of oversight.

Requests the formation of the Greenhouse Gases Reduction Fund (GGRF), and the UN Commission on Greenhouse Gas Reduction (UNCGGR) with oversight of the fund by said commission.

Requires all member nations with current greenhouse gas reduction technology to provide experts and funding sufficient to advise less technologically advanced nations with the installation of equipment, and the operation thereof.

Requires all current member nations with greenhouse gas reduction equipment to further reduce their emissions by 15% in the next 5 years, by 30% in the next 15 years, and by 50% in the next 30 years.

Requires all members receiving equipment and guidance from the GGRF and UNCGGR to reduce their emissions by 10% in the next 5 years, 25% in the next 15 years, and 50% in the next 30 years.

Requires all member nations to allow for UNCGGR personnel to visit undisclosed industry site locations for inspection of compliance with this proposal.

Provides the allowance of trade restrictions as deemed by the UNCGGR and approved by the United Nations body of members nations when compliance with required goals are not met.

Request all member nations for passage of this proposal and its more realistic phased goals of industry emissions reductions, as well as its provided oversight to achieve these goals.

Resolution #172 is on ozone depletion by way of CFCs...:confused:

Furthermore, the proposed reductions in this proposal appear to overlap with those required by Resolutions #72 (Reduction of greenhouse gases) and #126 (Fossil Fuel Reduction Act).

So as not to be accused of being needlessly non-constructive, I'll suggest that you develop the committee aspect of this, putting aside the emission limits. An emission quota trading system might be one way of doing this; similarly, you could outline ways for nations to cooperate on emission reduction, and for technologically developed nations to help those less developed.

Requires all member nations with current chlorofluorocarbons (CFC) reduction technology to provide experts and funding sufficient to advise less technologically advanced nations with the installation of equipment, and the operation thereof.

Ok, if you could suggest how such a trading systen should be devised it would be worthy of consideration.

:headbang: Stick with the greenhouse gasses. CFC and ozone is going to get you nowhere fast. Greenhouse gasses are a definite possibility under, of all things, free trade.

Establish a commission for the general reduction of greenhouse gasses. The commission should establish reasonable but difficult goals for all UN nations based on the inner divination's of gnomish committee members.

Establish a trading system for greenhouse gas reduction units. Those nations that reduce greenhouse gasses beyond their quota can "sell" their excess reductions on the market to those nations that have not done so but need to do so under the resolution.

The sticking point is the developing nation problem. (Actually the real sticking point is the fact that so few nations are in the UN and the UN cannot regulate non UN nations.) Basically developed nations have to shoulder the burden of the developing nations (and the non UN nations which is actually a majority of all nations).

Get all that within the word limit, make it cute so the fluffies will vote for it, telegram for decades to get it approved, and you might have a chance.
