Cluster bombs.

I haven't drawn up a draft proposal yet, but how does a cluster domb resolution go? What I'm thinking of is banning the use of cluster bombs near civilian areas, or banning them altogether. If you give me ideas, I can make the resolution better. So, suggestions?:)

Without commenting on the virtue of a cluster bomb ban, I'm suspicious of weapons bans that prohibit targetting civilian areas, because I tend to think it plays to unscrupulous regimes who will use human shields.
One problem cluster bombs cause is their unexploded bomblets can look like normal packages. Instead of banning them, you could maybe mandate that nations clearly mark bomblets with BANG! and pictures or something.
