Idea: UN Peacekeepers

A person I know has came up with the following proposal. I would however, like to run it by some of the regulars here. I think it will come up against the no UN Military rule. However, I'd just like to hear opinion on the legality of this before the draft goes any further.

UN Peacekeepers
Cat: International Security
Strength: Mild

CONCERNED by the lack of rules under which NSUN peacekeepers can be deployed,

PROPOSES that the following rules apply for sending NSUN peacekeepers to enforce the peace:

1. The two parties involved in the conflict must both agree to the presence of NSUN peacekeeping troops.
2. The peacekeeping troops must be sent from a nation(s) willing to provide troops for the mission.
3. In cases of Genocide, mass executions, and other crimes against humanity, the NSUN cannot send in
peacekeeping troops. However, nothing in this resolution prevents nations from sending in their own
troops for such an occasion.
4. NSUN peacekeeping troops can be deployed to areas of natural disasters if the host government agrees.
5. NSUN peacekeeping troops will be deployed under NSUN command, with a commander of the NSUN's choice.

Considering that this would constitute a UN sanctioned and organized military force, I'd bet it's a no-no.

A world-wide humanitarian UN sanctioned organization might be a good thing to have though, if it hasn't already been created.

EDIT: I also forgot - there are no UN Peacekeepers, therefore this proposal wouldn't affect anyone. UN Peacekeepers would have to be created (against the rules) in the first place for this proposal to do anything.

This seems a little on the sick bird side.....ill eagle...oh, nevermind.

The proposal is illegal, as the representative from Lithoria has stated.

*sigh*
Army, Police, SWAT, etc

The UN doesn't get an army. Nor does it get to form The World Police. This is pretty clear: don't do it.
I thought I would only have to post this thing in the AT VOTE thread.

To be sure, it's a very good resolution. The only problem with it is that it's just not kosher IC. Kudos to the author for writing it.

With a little rewording, it wouldn't run a fowl of the no army rule, but then it would duplicate Humanitarian Intervention in at least a few areas.

Um, I looked through the UN Resolution list and searched for Humanitarian Intervention and I could not find it.

What number proposal is it? or could I have a link to it?

Thanks
