Repeal "UN Biological Weapons Ban"

Submitted (http://www.nationstates.net/page=UN_proposal1/match=ban) for approval.

The United Nations;

NOTING that UNR #113 includes such things as the common cold and flu, but does not include non-contagious infectious agents such as anthrax, which enables nations to exploit this oversight and develop biological weapons using such non-contagious infectious agents;

Also NOTING that, although UNR #113 hints at it, it makes no suggestions for defense against "bio weapons";

AWARE that the limitation of 250 mg is arbitrary and unrealistic, as different agents will have different critical masses for biohazard lethality;

APPALLED that the safeguards suggested by UNR # 113 could unnecessarily hinder medical research, especially in developing nations or in nations in which there is a threat of bio-weapon attack and which lack the technology or funding for multi-tier quarantining;

DISTURBED that Article 5 of UNR # 113 would proscribe military partnerships with nations that possess too much of a "bioweapon agent" without regard to the use or purpose to which said agent is employed by those nations;

HEREBY repeals UN Resolution #113 "UN Biological Weapons Ban", in order to make room for more comprehensive legislation.

Not only do I strongly support this repeal, but I especially like the Hereby clause.

I cant wait to see the debate on the replacement...which hopefully will take center stage shortly.

I would like to thank both Yelda..er..I mean Iron Felix (since that who added the first approval) and Paradica for their approvals.

I also appreciate the support. This is a dry run for the repeal. If it doesn't make it this time around, I will resubmit it early next week and do a full telegram campaign. Anyone willing to help with the TGing can contact me through a telegram or just let me know here. Thanks again.

We support this repeal as it will allow us to develop whole new classes of nonlethal weaponry-- GAMAS- Genetically engineered antimaterial weapons designed to eat concrete, iron, hydrocarbon based products, cement, plastics, foul weapons, and ecoweapons-- superkudzu, megaweeds, fast growing brambles, genetically engineered pests and other such things. We hope to be able to level the infrastructure of a city in a week with these things.

H'mm. I'm going to have to check the current wording of the planned replacement to see whether it would cover any of these...

You would have to make an agreement with the Ecotechnics Institute, Ecosystems Biology Division. We are working on a storefront for the Industrial Ecological Engineering Division. We can agree to a technical exchange of scientists in the areas of biology, ecology, and biospherics.

Althought not a delegate, beleive it or not I would like to throw my meagre support behind this repeal, as it provides excellent reasons for the repeal.
