OOC: You seem to be confusing issues, which can only be submitted by nations that have populations of at least 500 million but don't require that those nations possess any endorsements, with proposals for UN Resolutions which are the things for which endorsements are required...

I am confused. Do you wish to submit a proposed resolution or an issue? If it is the former, write one before putting up a poll. I cant vote on this as I have no idea what it is I am supposed to be voting on.
If you wish to submit an issue...sorry, this is the wrong forum. If you want to submit an issue you should go to "having issues" forum or whatever its called.
And I agree with Altanar on this. Education monies and how they are spent are not an international issue...except as perhaps regards students wishing to be educated in countries other than their own. In which case I would wish that to be left to the two nations in question.
