I have been working on this in my head and on Reclmation since the WHL repeal debate started talking about ecosystems that crossed national boundaries needed to be protection. I originally thought this would be an OK replacement for the WHL, (which was a pile of garbage that did not do what the people who defended it thought it did) but I also see it's a good replacement for the EPA currently under vote. (How about that, a replacement is being proposed even before the resolution is approved. How' that for timing.) I wanted to let it mature in Reclmation for a while, but the EPA has convinced me to let this out early for your consideration.

The United Nations:

DEFINING, for the purposes of this resolution, the following terms:

Ecosystem: A dynamic complex of plant, animal and micro-organism communities and their non-living environment interacting as a functional unit;

Ecotourism: A form of tourism that promotes local wildlife and local cultures through programs that minimize the adverse effects of traditional tourism on the natural environment, and enhance the cultural integrity of local people;


ACKNOWLEDGING the need to preserve vital natural ecosystems in order to maintain species diversity;

UNDERSTANDING that nations have the right and the duty to maintain such ecosystems within their own national borders;

REALIZING that many natural ecosystems cross national borders and must be maintained in a consistent and rational manner;


ESTABLISHES the World International Ecosystem Registry (WIER) for the identification of and maintenance of records concerning multi-national ecosystems;

ENCOURAGES all nations to propose multi-national ecosystems that are partly contained within their nations to the WIER;

ESTABLISHES the World International Ecosystem Registry Commission (WIERC) for the purpose of drafting guidelines for the addition of proposed sites to the registry as well as reviewing and approving all proposed additions to the WEIR;

EMPOWERS the WIERC to act as a general agent in binding arbitration among nations impacted by specific ecosystems on the WIER to enable the management of the international ecosystem as a single cohesive entity;

ENCOURAGES all nations to preserve ecosystems listed in the WIER along with local ecosystems and the various species within those ecosystems;

DISCOURAGES development within and around ecosystems that would have a harmful effect on those ecosystems and the destruction of such ecosystems for the harvesting or mining of resources;

REQUIRES periodic reviews of ecosystems on the WIER to ensure that they continue to meet the standards set by the WIERC, removing any ecosystem that no longer meets the standards;

ENCOURAGES the promotion of research and responsible ecotourism in ecosystems;

Why worry about trees and forget about the bushes? Why worry about the birds and forget about the bees? (Or the tree frogs?) Not all ecosystems are forests!

As I said on reclamation we are against this. The WHL doent need to be replaced, Not now, Not Ever.

I think this will be complicated and unenforceable legislation. We applaud the sentiment, but we fail to see how it could be enforced.

What would make more sense would be stewardship education. Teaching people how to better manage forests and ecosystems for commercial, recreational-- hiking, hunting and fishing, educational, and tourist purposes. People destroy what they cannot use.

I think this is a good idea, now that I've actually taken the time to read the entire thing. (Actually, I skipped the preamble. Bad me. :p ) A general ecosystem stewardship body would be cool, and I think it could be effective.
