Question about Non-UN Members

OOC:Is it legal to write a proposal that allows any non-UN nation to mandate it (or any other proposal), but not force them to do it? If so, I would like to create a proposals that explicitly states that non UN members may at any time use any organization created by a resolution, and follow any resolution passed by the UN. What category would that be in? I'm thinking Furtherment in Democracy.

I would like it if a mod would give me some input such as Fris.

Assuming that doesn't mean you don't want any player input anyway, I don't think legality is the prime concern with such a proposal. Non-members already have this right: no resolution can give it (because it has no standing on non-members); no resolution can take it away (see above). Besides, most oprganizations the UN has set up - IMO and SARC for example - have allowed non-members to use their services anyway.

Plus:
- if any haven't (can't think of one offhand) then the proposal is automatically contradiction;
- proposals must meet the category. Since the category affects only members, no proposal solely affecting non-members could ever fit a category anyway.
