I would like to ask all UN Delegates to review the attached repeal resolution.

Repeal "UN Biological Weapons Ban"
A proposal to repeal a previously passed resolution

Resolution: #113
Proposed by: Cabukistan

Description: UN Resolution #113: UN Biological Weapons Ban (Category: Global Disarmament; Strength: Strong) shall be struck out and rendered null and void.

Argument: Pursuant to United Nations Resolution #110, the United Nations Security Act, "DECLARES that all member states have the right to construct and utilize any and all weapons that are necessary to defend their nation from attack, except where previous legislation by this body that is still in effect has placed restrictions on that right."
For this reason, Resolution # 113 is illegal and should be repealed.

OOC: You might want to look at this (http://ns.goobergunch.net/wiki/index.php/UN_Biological_Weapons_Ban), especially the bit under "Proposal Campaign." As you'll see, the mods declared the proposal that became UNR #113 legal, and I don't really see that decision changing. You might also want to check out this thread (http://z15.invisionfree.com/UN_DEFCON/index.php?showtopic=190) on UN DEFCON (http://z15.invisionfree.com/UN_DEFCON/index.php?). There's been a discussion there for several weeks now about how to go about repealing UNR #113.

I think this was an argument back in '05 when #113 was at vote. It didn't cause an issue then, so I'd say the status of #113's legality has been resolved.

If you really want #113 repealled, I'd suggest employing a stronger and more varied repeal proposal.
