Why does it seem that some proposed resolutions that are up to the Delegates to vote for. Some of these proposals are no bigger than about eight words. And some of these resolutions have very interesting ideas however, why don't they post them here so that they can be changed and updated so that they will be acceptable and approved. Everyone has provided e-mails to be in the U.N and therefore they are eligible to post in this forum, so why don't they so that the U.N community can update and change their resolutions so that they will be approved.

Welcome to the U.N., where not all politics is about cooperation. Sometimes - especially in the case of a controversial proposal - it makes more sense to pass the draft around secretly or discuss it in a secure forum. Other times, speed is of the essence (you're trying to preempt a resolution you don't like), so the right thing to do is just drop it in queue and go for it. I did that with “Individual Privacy” and would have succeeded had there not been a legal battle over the precise meaning of the opening words of one clause. Of course, this also shows you some of the drawbacks of haste: you will get legal challenges, and your proposal might not survive them.

In short, you have to decide what you want - or, more to the point, figure out what your proposal needs to pass.Then, depending on whether collaboration, secrecy, or speed is your key to success, act accordingly.

It's all a matter of politics.

Another reason for those idiotic eight word proposals are sometimes people just get some random thought that might sound good, but they butcher it because they don't want to give it a lot of thought.
