Ammendments?

Sorry if this is posted in the wrong place, but I wasn't sure. Also, sorry if it's been discussed before, but a search didn't turn up anything useful for me. Moving and/or posting a relevant link would be appreciated in those cases.
Is there a reason - aside from "that's the rules" - that resolutions can't be ammended and instead must be repealed before being replaced? This latest proposal is a perfect example of why ammendments would be preferable. If there's a technical reason, fine. If it's an arbitrary one, however, can the arguments for change be considered?

From my understanding, it has to do with the coding of the game -- hence, the rule against amendments (and please note the spelling there).

It's a technical reason. From what I understand, there would have to be a change in programming. I'm sure that the powers that be don't want to do that. I've heard that it's a lot of work for a small portion of the game.

That's about right. The game mods or admins would have to go into the coding, make the changes to the actual resolution being amended, and then make the changes to the effects that it has on nations, which would involve retroactively affecting nations with a law that was passed somewhere up to 3 years ago.

It also then becomes the role of the mods to decide exactly what gets removed, what replaces it, and perhaps even the connecting words used ... all of which can dramatically affect how the resolution is interpreted. There's also the fact that mods don't have access to the resolutions, and can't fix so much as a typo. It would have to be an admin's job, and frankly they don't want it.

This was discussed for close to a year, and Max and the admins made the call that we'd do repeals instead. This leaves the power entirely in the hands of the players, where it belongs.

Now, if only we can find a way to convince people that repealing human rights resolutions in order to replace them with better ones is a good idea...
