Valid UN Proposal? Sanitation Standerds

Would this be a valid UN proposal? I'm on my last chance so Any imput would be loved
There are may public places that are not fit for human souls. germ infested, virus outposts that make sure that humans can never win the war against disease. Public Restrooms, Fast Food Joints, and even schools often have the tendency to have no sanitation whatsoever. Theirfore I propose that every year all public buildings are put through an inspection if they don't pass they will be punished. The consequences are here as follows:
1st offence: fine equivalent to 1,500 Lower Greece Dinars
2nd: Offence: fine equivalent to 5,000 Lower Greece Dinars and building put on probation.
3rd Offence: Building condemned
I belive that improving public sanitation is the first step in eliminating diseases.
firstly i'd like to say that this is pure micromanagement of an issue that governments look after.
in the Empire Enviromental Health Officers inspect eateries and its only sensible to make sure your restrooms are clean.
Lets leave this in the hands of your nations government rather than in the hands of a gnome.

I belive that improving public sanitation is the first step in eliminating diseases. So you want a building to pay these fines as by this you inspect them once a year and if they """buildings fail""" they end up being fined or condemned.
The idea is good one but your working and wording on it is not good at all. Also can't agree with the idea that some of these areas are disaster areas by your standards as most nations have public safety sanitation laws in place that cover these things. If they don't would believe that most folks here unless like slumming it stay away from them.
As far as schools don't think anyone wants a lawsuit because their kids got something of a toilet at school so they have standards to meet. Public health is an issue we deal with and this comes under that. As sick citizens don't work and thus earn nothing to pay taxes on. Also put a burden on our medical system and we don't need more of that.
OH! We inspect all buildings for many things at least twice a year or more especialy if they show signs they not following set standards on safety which includes for us areas of sanitation.

I see where you want to go with this, and the concept of the proposal is only half bad, but please, for the love of God, Allah, Tom Cruise, or whomever you pray to,

Admittedly, I misspell the last two a lot, but 10 seconds in my word processor solves that problem. In fact, that just solved my misspelled "admittedly."
Also, the "Lower Greece Dinars" could easily be branding, and even though you put "fine equivalent to," you still can't do that. Nobody else knows what that is.
But I do commend you for posting in the forums before submitting it.
As a last statement; though I agree sanitation standards would be good, the proposal would not be able to pass because most nations would find it to be micromanagement.
