SUBMITTED: Chemical Transport Standards

WHEREAS chemicals are a widely traded commodity;

WHEREAS no current standards exist for the identification or transportation of chemical substances;

WHEREAS the variety of nations in the UN may have myriad means of identifying and transporting chemical substances;

The United Nations;

BELIEVING that a lack of standards regarding the identification and transportation of chemical substances is a severe safety hazard;

1. ESTABLISHES the United Nations Hazard Rating (UNHR). The UNHR is a rating for common hazards of chemical substances. The UNHR includes the following information:
i) A flamability rating of 0 to 4, where 0 indicates a small flamability risk, and 4 indicates a high flamability risk;
ii) A health risk rating of 0 to 4, where 0 indicates a small health risk, and 4 indicates a high health risk;
iii) A reactivity risk rating of 0 to 4, where 0 indicates a small reactivity risk, and 4 indicates a high reactivity risk;
iv) A special notation to indicate specific risks, such as, but not restricted to an exceptionally high reactivity to water, or for strong oxidizers;

2. ESTABLISHES the United Nations Chemical Transportation Commission (UNCTC). The following are the UNCTC's duties:
i) To compile a list of, and define hazardous materials;
ii) To enumerate the list of hazardous materials, using the Arabic numerals (0, 1, 2, 3, 4, 5, 6, 7, 8, 9), using twelve digits for each substance. These 12-digit numbers will be known as Chemical Identification Numbers (CIN);
iii) To prescribe minimum requirements for the safe transportation of hazardous materials;
iv) To compile a list of all other chemical substances and assign a CIN to each. A new CIN is to be assigned to differing isomers and isotopes of substances with identical chemical makeups;
v) To determine the UNHR for the substances as described in sections 2i and 2iv;

3. MANDATES
i) That UN member nations comply with the UNCTC's requirements and employ the UNCTC's CINs when transporting substances over international borders and international waters;
ii) That containers containing hazardous materials are clearly marked as such, on all faces of the containers. These markings will include the UNHR and CIN for the substance held within the container;
iii) That, under non-emergency circumstances, no substances shall be placed in a container that is marked for another substance;
iv) That, under non-emergency circumstances, no containers shall be vandalized, or mislabeled to misrepresent the substances contained within, or their potential hazard risks;
v) That UN member nations inform non-member nations that shipments that do not comply with the above four clauses may be turned away in the interest of the safety of the receiving nation;

4. EMPHASIZES that this Resolution does not mandate any changes to the current intranational systems being used by member nations;

5. ENCOURAGES member nations to implement the measures set forth by this Resolution in their own national transportation systems.

There are a few changes to this draft from the last one. I will be doing rigorous TG campaigning over the next couple of days, and I expect to get this to quorum this time (as effort will actually be put forth).

Yes, but additional countries doesn't necessarily mean additional chemicals.

Just like to add that even assuming additional countries would mean more hazardous chemiacals. This would still be unnessasary. There is 10 possibility's for each digit. So it is 10 to the power of the amount of digits. So if there was 4 digits there would be 10,000 possibilitys. 12 digits there would be 1,000,000,000,000 (1 trillion) So I might as well divide each by the amount of nations in that world.

Here is how many hazardous chemicals there could be put in per country in RL and NS(Using 100,000 nations as the amount of countries and 200 in RL)

RL=about 50 per country
NS=about 10,000,000 per country

So why does there need to be 12 digits?

I believe the numbers used for hazardous materials are 4-digits.

However, shown here at the CAS website (http://www.cas.org/EO/regsys.html), the numbers referenced are 8 digits in length. Upon reflection, 10 would probably have sufficed, but I figured that twelve left more than enough room for future tech nations, especially those on other planets to include their own discoveries. 10 to 12 was the suggestion, I went with the one that allowed for more variation and leniency. With the extra digits, categories could be added, really. For instance, 00-1234567890 would denote something specific, and 12-3456789000 would be something else as well. Twelve leaves the UNCTC room to play with things, and at this point I think the difference between 10 and 12 is of negligable concern.

The reason I used 4 to begin with was that I was only looking into hazardous materials. When I expanded CINs to cover everything, I neglected to alter the number.

I can't speak for Norderia, but that's still on the "to do" list. I'm happy with the replacement I've written and can see doing a repeal/replace in the coming months. [/hijack]

If there is still a push for the repeal (I bet Gruen is just itching to get something in edgewise once it's out), I'll reintroduce it, but with a repeal of sexual freedoms by Karmi getting closer to quorum, I might work on a replacement of that instead. We shall see.

If you attach a poll to the official debate thread the night before it hits the UN floor, I'll make some sort of graphic. I like to make the options public, so that I can divide votes between new and old nations. Also making the poll have separate options for Delegates, Members, and Non-Members seemed to encourage a bit of participation in the debate.

Now you've earned a break because the wave-o-kid-dictators will soon hit your resolution like a wall-o-duh. ;) "My Natsuon voets NO! Because we kill our persons! You costing me money. Upyoursman!!!" I can see it now.

There were a few people who didn't like my TG. I tried to make it amusing, but some people were offended, didn't think it was funny. Others thanked me for not sending the same regurgitated, stuffy TG. "If you have already received a telegram from myself or one of the volunteers helping me... Then that's twice you've been asked to approve the proposal, so get off your ass and do it!"

I probably won't do that anymore. Writing apology TGs (some with my own subtle underhanded ways of returning their snide comments) got dull quickly. Thankfully most people had a laugh. I suspect the kid-dictators as you so aptly put it were the majority of the complaints.

Just tell the kid dictators that this will simplify the process of killing their people by making it easier for them to identify all of the various things on hand that will kill them. They should be able to save themselves some money in the trial and error phase of mass executions.

Yes, kid-dictators are perhaps the most vocal dictators ... once a dictator gets a spouse he or she has somebody yelling at him or her and this tends to mellow the dictatorship out a GREAT DEAl. ;)

Apology TGs are a pain. It gets worse, as people who should be locked away from keyboards make a point of threatening UN resolution authors. Ignore them, or copy their letters to your regional forum and make fun of them. I'd almost suggest that in addition to a silly proposals thread that we have a stupid telegrams thread as well ... but I fear some of my beer influenced telegrams might be featured. ;)

Traveling in Mikitivity is kinda like traveling through Switzerland and England. The locals can always understand you and provide good service, but they really just want your money and to send you back on your way.

If word gets out that Mikitivitians drink in excess, ever frat-daddy in NationStates would be trying to buy a Mikitivity Bahn pass and hoping to score a Thuvian woman. Simply put we do not like to share. ;)

Slightly IC, slightly OOC, even I don't know anymore.. ;) : Congratulations democracies, it only took you 10 posts to start catching on to Excruciatia's stated reasons for approving of this resolution (post 8) :D It's a good sign that you CAN think like dictators on occasion, it will make it a lot easier on you all to adapt if dictatorial nations ever do gain the numbers to control the NSUN :D

Ambassador Zyryanov blushed, and shook her head. She should have thought of that herself. She was able to remain calm and composed, however, as she gave Juhani a slight nod of thanks. And adjusted the flower in her hair.
