Bicycle Subsidization
A resolution to increase the quality of the world's environment, at the expense of industry.
Category: Environmental
Industry Affected: Automobile Manufacturing
Proposed by: Complacent Boredom

Description:
• WHEREAS, The Nation States of these United Nations recognizes that bicycling, as a mode of transportation, provides substantial benefits to the state and its residents, including reduced air and water pollution, reduced traffic congestion, and reduced parking demand. Other public benefits include increased mobility and lower transportation costs for lower-income or transportation disadvantaged citizens; and
• WHERAS, the bicycle industry is an innovative and dynamic sector of the economy that contributes to the economic vitality of the aforementioned Nation States while simultaneously promoting bicycling as a mode of personal transportation, as well as all of the aforementioned benefits of that mode; and
• WHEREAS, It is in the Nation State’s best interest to foster the development of this fast-growing market niche, as it is a strategic economic investment that would contribute to both the Nation State’s economy and its transportation goals;
• WHEREAS, This resolution recommends that the included Nation States of the United Nations subsidize the purchase of a bicycle for all citizens who would use a bicycle as the predominant mode of personal transportation.

We are not major manufacturers of bicycles. We will not subsidize another countries major industry so they can make money. Will all the nations of the world suddenly become bicycle manufacturers so they can receive subsidies.

If this was a free trade initiative for bicycles and other wheeled non-motorized vehicles-- tricycles, paddle wheeled boats, carts, recumbent bicycles we would support it. We would support the removal of tariffs for the free trade of bicycles. Increased commerce in bicycles would be a good thing.

First of all I'm not sure this is an international issue or an issue of fundamental human rights that the UN needs to address.

Second of all, the WHEREAS form of resolution writing is generally discouraged from NSUN resolutions because they are more suited towards proclaiming International Yet Another Stupid Day and other things which the NSUN does not do.

Finally, a WHEREAS needs to end with a THEREFORE. If there are more than one action clause in a WHEREAS format, a FURTHERMORE can be added after the THEREFORE. This is, of course, moot, because the NSUN doesn't look kindly to WHEREAS resolutions in the first place.

OBSERVING that this proposal talks a lot about bicycles and how wonderful they are,

RECOGNIZING that this proposal is coded as Environmental,

REALIZING that the only way this proposal would reduce the air and water pollution effect of automobiles would be if people actually bought the dual-wheeled devices and used them in lieu of their cars,

POINTING OUT that this proposal in no way mandates the replacement of cars,

CONCLUDES that the author probably should have coded this as Free Trade.

CONTEMPLATING the possibility of deleting this as a Category violation,

RESOLVES to consider said action after lunch and a bit of a nap.

although the idea of this is sound, the method is inherantly flawed, subsidization would not have a major impact on the number of citizens owning and regualry using bicycles. there are already many available at an affordable price, very low compared to the price of purchasing and maintaining and automobile, and comparable to the cost of frequently using public transport. also we may consider the effect of subsidization on high-end models, which are designed and priced for serious riders, including professional racers.

a more effective way to encourage cycling would be alteration to road networks and parkland to make cycling safer, and riders more confident. also, implementing free road safety lessons for children would prove to be effective

How would this be free trade? It seems like it encourages protectionism to me.

Yeah, you're right. Maybe Social Justice, or something in the Advancement of Industry area. It's certainly not Environmental as written.
