The name and concept were suggested during a discussing of the Repeal: Banning Whaling proposal. Credit goes to Cluichstan for the title.

Butterflies Are Quite Pretty
A resolution to increase the quality of the world's environment, at the expense of industries.

Body:
RECOGNIZING the limitations of UN Resolution #119, UNCoESB;

NOTING butterflies as as not being endangered or sapient species;

FURTHER RECOGNIZING the cultural, aesthetic, and iconic significance of butterflies;

HEREBY proposes the requirement of government agencies to enforce the protection of butterflies, in all of their life stages. Such a requirement may be enforced by a minimum of a small fine to a maximum of prison time, the extent of which to be determined by the governing nation.

On the other hand, butterflies are international travelers, and thus should be provided with UN protection, diplomatic immunity (no searching their pouches) and of course the ability not to have to pay parking tickets.

On the other hand, if you add them to the World Heritage List (http://ns.goobergunch.net/wiki/index.php/World_Heritage_List), they'll be "protected from logging, mining and other environmentally-damaging activities"!

New and disturbing research (http://upload.wikimedia.org/wikipedia/en/2/2c/Flyingdalek.jpg) has indicated that Daleks can actually E-LE-VATE themselves. So that wouldn't really help.
