Well, the current one seems to be New Ixion's UN Radiological Weapons Ban (http://forums.jolt.co.uk/showthread.php?t=497646).
I am thinking of submitting my Pipeline Security Act soon, which is I suppose in the area of defence - also possibly something on unexploded ordnance. Then St Edmundan Antarctic have a completed proposal on Suppression of Piracy, Cluichstan a repeal of the World Heritage List, and Dashanzi a nearly complete proposal on arms exports.

Well, I still would like to see a NationStates equivalent to Interpol ... something where nations share intelligence on criminals, particularly those that aren't likely to fall into the category of standard foreign intelligence circuits.

OOC _ This is yet another topic for which I've got a first draft of a proposal started: I'll try to get a version of it ready for posting in Jolt relatively soon... but it's lower on my list of priorities than several other ideas, and I'm rather busy in RL at the moment, so that might be longer than some of you want to wait: If anybody else wants to have a go before I get around to it then that's fine by me...

How about something restricting the use of cluster bombs to only clear-cut military situations, not civilian areas?
Cluster bombs often don't detonate for years, meaning they blast some civilian to kingdom come before they actually pop a tank.
