In future, please post the text of your proposal. It's considered polite, and it's helpful for those who don't have the time to dig through the proposal list.
Nuclear Weapons Proliferation
Category: Global Disarmament
Strength: Strong
Proposed by: CanUSMexSA

Description: Being it in every nations best interests to limit nuclear weapons, the following is proposed:

Section I: To immediately outlaw the creation of any nuclear weapon and to impose sanctions and fines on any nation that is found to be producing this technology.

Section II: To immediately have all nations disarm, disassemble, and destroy all existing nuclear weapons in inventory, all stock piles of materials to produce nuclear weapons, and all enriched uranium which only has a weapons grade purpose. Any nation that fails to comply will be faced with sanctions and fines.

Section III: Any and all violations will be dealt with by the U.N. with a majority consensus on proper actions to be taken. No sanction will cause the citizens of the affected country to go without health-care, water, and food. All fines collected will be distributed to the poor working class people of the world promoting understanding and equality.

Section IV: All states will create a program to educate it's citizens on the evils of nuclear weapons proliferation and what can be done to stop it. Furthermore, all nations will destroy weapons in environmentally friendly ways. Any nation found to be discharging toxic waste into waterways or the air will be heavily fined and have sanctions levied against them.

This is to be done for the future of our planet and our descendents. These weapons have no purpose except to cause fear and massive destruction. Diplomacy is the best way to settle differences, while physical posturing frightens people and causes rash actions.
As expected, this is massively illegal, for MetaGaming (the UN cannot vote on these sort of things, and has no sanctions mechanism), and contradiction of a previous resolution (http://www.nationstates.net/page=UN_past_resolutions/start=108).

Not to mention the UN already has a nuclear proliferation (http://www.nationstates.net/page=UN_past_resolutions/start=150) resolution.

In short, no.

If you do want to work this into a resolution, then I think Clause 4 is the one to expand on. Nuclear disposal hasn't been dealt with, and there's possibly room for legislation on it.

I concur with the mostly honorable Mr. Pyandran. While I would like to see an end to the nuclear weapons era, such is not a pragmatic dream. Safe nuclear disposal, however, is, and I would very much enjoy seeing a well-written proposal regarding it.

You mean launching the nukes at any nation that wants to take them away form us is not a safe way of disposing of them?

Precisely.
