Idea: Landfill Gas Recovery

Inspired by a Sim City 4 ordinance, and an article in my local newspaper, I drafted up this proposal:


DEFINING a landfill, for the purpose of this resolution, as an area in which municipal solid waste is deposited for any period of time, and which is used for this purpose for more than three months.

DEFINING landfill gas, for the purpose of this resolution, as gases that are created by landfills and contain volatile organic compounds.

DEFINING volatile organic compounds (VOCs), for the purpose of this resolution, as organic chemical compounds that have the potential to significantly vaporize and enter the atmosphere.

NOTING landfill gas's negative effects on the environment, including affects on global warming, and the risk of explosion.

REQUIREING that the owner(s) of any landfill calculate the approximate amount of volatile organic compounds created by their landfill.

REQUIREING that if the amount of VOCs created by a landfill exceeds 50 metric tons, that the landfill gas be treated to remove the VOCs.

SUGGESTING that the gases be burned, and that the energy from the combustion be used for the creation of electricity.

At this point, I'm just getting a feel for how much intrest there would be in this.

However, if you want to make suggestions, feel free.

Have a look at UN resolutions 71 and 72 (http://www.nationstates.net/page=UN_past_resolutions/start=70). While they don't mention this specific method, the two of them cover both aspects of your proposal pretty well in a more general form.

Have a good read of what's already passed, then find a way to punch up this idea into a broader, non-covered way. You'll also want to read the category descriptions VERY carefully (good expansions available in the Proposal Rules sticky (http://forums.jolt.co.uk/showthread.php?t=420465)) and build your proposal around one (and only one) of those categories. That's an essential part of having an undeleted proposal.

71 doesn't realy touch it that much, as the burning was just a suggestion of a disposal method.

But I must have missed 72, because that basically covers it all.

Sounds like alternative energy to me. That's incorporated in 71.

For what it's worth, most landfills already do methane-recovery and use it to supply their own power needs.

For what it's worth, I think this is an interesting idea.

However, as pointed out, there could be some redundancy. If you concentrate on alternate fuels, it's redundant; similarly if you do on waste disposal (by way of Res #155).

So, I would suggest you concentrate more generally on the topic of incineration.

In which case they don't need to change anything. But some don't do recovery, and so they are releasing the gas into the air.



And truly it isn't focused on the waste disposal aspects, or on the energy aspects, but purely on the reduction and elimination of the gasses and compounds that are harmfull to the environment. And in 72, there really isn't a clause that specifies any methods or ways to reduce greenhouse gasses, just that nations should "cooperate" and "support" the development of ways to lower greenhouse gasses, with the exception of a few references to fossil fuels.

So if the redundancy of the resolution is that bad, I won't submit it. I don't mind. As I said before, I'm only seeing how much intrest there is.
