Description: For millions of people out there in our world there is no hope of continued education and career advancement. They are discriminated against solely on the grounds that they cannot afford to go to college. This is a discriminatory practice that must be stopped. If this proposal is enacted, it will mandate a free, government-funded college-level education for all those that wish to seek it.

Although initially this may cost the government money, the income tax from the graduates (statistics show that college-educated people making up to 30% more that their high school peers) will more than pay for its costs by the time of the initial generation's retirement. This is an investment in the future of the world and its economy and should be dealt with seriously and quickly.
I think Leg-ends put it best: "Incidentally, I hadn't actually read that up to now (the title was enough to put me off) but it is so "old world" UN I'm very shocked. Resolutions haven't been written in that style for probably 2 years! That is exactly the type of stuff people have been frantically getting rid of recently"

Needless to say, I'm sending a GHR anyway, on the off-chance it's illegal for format violation and RL references (all these "statistics") but we need to think how to kill this, because I'm not confident the GA will vote it down.

UN Assembly, July 28 - The UN collectively dodged a legislative bullet today when the proposal "Expansion of Public Education" suddenly and inexplicably disappeared from existence. For several minutes, frightened delegates stood in shock and awe as computer screens went blank and ink turned invisible. When it was revealed that not even holding up the now-pristine pieces of paper to a fire did not restore the message, though it did provide a spectacular means of temporarily heating the drafty assembly hall, the matter was soon chalked up to, as one delegate put it, "one of those things."

Some, however, suspect a conspiracy. One ambassador, who asked to remain anonymous for fear of reprisal from an unknown agency, said that she saw "little men fiddling with some controls" earlier this morning. "I thought they were just trying to dim the lights...for mood or something." While many individuals have weighed in on the existence of so-called "UN Gnomes", there has been scant evidence to support their contentions, let alone some beliefs that they secretly monitor all UN members for compliance.

For now, anyway, the UN is safe from yet another resolution that seems to do nothing but pontificate and overreach.

Free Tertriary Education

Category: Education and Creativity

Description: DEFINING for the purpose of this resolution:
"Tertiary Education" as the final institution of education that includes undergraduate, postgraduate and vocational education and training.
"Free" as subsidized or provided at no cost by the government of the nation and open to all citizens.

RECOGNIZING that for any nation to reach its full economic and technological potential a majority of the population must have the skills to achieve better competency and efficiency in the work force.

UNDERSTANDING that for these skills to be taught workers must undergo tertiary education.

ALSO UNDERSTANDING that tertiary education is hugely expensive and limits the socio-economic status of students.

THEREFORE this resolution proposes for all governments of nations to:

1. REMOVE discrimination of people of race, gender etc. to undergo tertiary education.

2.
A) NATIONALIZE all institutions of tertiary education to avoid private interference.

B) OR SUBSIDIZE fees of students attending privatised institutions of tertiary education.

3. In the event that 2A is decided by the government; the government will PROVIDE free tertiary education to all students.

4. CREATE 20,000 more places in institutions of tertiary education in 10 years for students by:

A)CONSTRUCTION of more tertiary institutions

B)LOWERING benchmark for entrance into non-professional courses.

These lines are rarely written into resolutions. I assume the reason they are written in is because someone does not have enough endorsements to do it themself. But Aetheronian Republics has 3. I really wonder if he even knows this was submitted. I think they pulled someone elses proposal out and submitted it.

Well, I'd be careful about making that sort of accusation.

I did see AR had submitted this earlier. However, I'm assuming they and Esperantania had communicated (as their proposals were on the same basic subject) and decided to combine efforts.

It's probably worth the mods checking with AR that it was ok for Esperantania to submit their proposal.
