What do u guys think its my first proposal!:)
the purpose of this act is to preserve not only the envirnment but also the people of the world.
I propose that all nations raise their emissions standards and gasoline mileage for ALL modes of transportation, including,but not limited to: Buses, Cars, SUVs, Trucks, Semi's, Trains, Rail-cars, Construction equipment, and Farm equipment.

What should it be increced by?
How should the mileage be increaced?
What if one nation is doing alot already do they need to increace there mileage too?
It thought raising emissions was a bad thing.:)

raising emissions them selves is bad but raising the standards means that emissions have to be lowered. in other words the QUALITY of the AIR that comes out of the veihcle has to be over-all better. As to the fact that some nations may be doing alot aready, thats the same problem that over half of the proposals passed have.

Not at all most PASSED resolutions except some like the hydrogen car one. Set standards that people must meet. if they are above them already they don't need to do anything. This proposal does nothing it just asks people to raise car mileage. The TYPE of thing you need to do if you want to help te enviroment is say that all cars need to have 10 mpg when going 100km an hour(just an example not a good one proposal). Everyone knows what they have to do you don't need to tell nations to get higher mpg's. You need to get them to do it.

You have to state that in the proposal. A two-lined proposal will never reach quorum. Their days are long gone.
We'll do what we can to help though.
And don't mind if I correct grammar outside of your proposal as well as inside. I'm OCD like that.

Punctuation is your friend. You have two sentences there. "What do you guys think? It's my first proposal!"

The purpose will become self-evident, by both the title and the content of the proposal. You don't have to state it at the beginning. Instead, begin by stating the problem and/or what needs to be done. For instance, you may want to mention that it is understood that emissions from motor vehicles are a threat to the global environment, and that it is possible to reduce emissions in motor vehicles without causing a big dent in the economy of a particular nation.

Don't say "I propose." Say, for instance the following:
The UN:
MANDATES that Tommo the Stout shall be known as mighty in all member nations
REQUESTS that member nations have a statue of Tommo the Stout (who is mighty) erected within each nation's own borders
That's official lingo.
Now, what is an emissions standard? The amount of emissions being released? The quality of the emissions? Is raising them asking that MORE emissions be released? You have to define the terms you use in your proposals.

Don't emphasize using capital letters (as in ALL). The language you choose should be strong enough that emphasis is not necessary. Now, all modes of transportation include feet, wheel chairs, bicycles, wings, and anything else used to place and keep a body in motion. Since many of those don't use any kind of fuel (aside from food) their gasoline mileage cannot be increased. They are already at, say, infinite gasoline mileage. However, your proposal makes no exception for them, so they would HAVE to be increased.
Now, to lower emissions on the mode of transportation of walking, one would be forced to eat foods that produced less waste. If such a food exists. As such, it would be nigh impossible. There are also future tech nations that have developed engines that produce GOOD emissions. Like... Chocolate. Or something. You should limit your scope to motor vehicles that employ fossil fuel burning engines that produce negative emissions.
Then, once you have defined all of that, there is the issue of defining what constitutes an adequate reduction in bad emissions. This becomes very difficult, as no one will ever agree completely on what is a satisfactory limit.
The solution to that comes in a few forms. One is that you yourself don't define it, but a committee established by this proposal does. Some people take issue with that, however.
Another idea is to establish a some kind of number, or grade (not A, B, C, D, F, grades) that is a reasonable goal for the reduction of negative emissions. Then, you use an exclusion clause. This exclusion clause will state that any nation already in compliance with the proposal before it is enacted does not have to do anything. You will likely also exclude nations that are too poor to meet the standards necessary because they are unable to put money into the R&D. Then make a non-binding clause that requests that member nations with the money help out nations that cannot meet compliance without help.
Remember to use the proper formatting. Have a preamble (as I suggested earlier, stating the problem and the solution), and operative clauses (the clauses that actually do stuff).
