You should read the proposal rules (http://forums.jolt.co.uk/showthread.php?t=420465) before submitting proposals: yours is illegal for MetaGaming (proposals can't force ejection of nations from the UN).
EDIT: Unofficial opinion. But I imagine it was why the moderators deleted your proposal.
