Thanks to Forgottenlands and HotRodia and now to TelSurin I've issued the third draft of my future proposal. Advice is welcome, yet again (although I intend to propose it in the nearby future)
Subliminal Control Regulation
We define a subliminal message as a signal or message designed to passbelow the normal limits of perception.
The following shall be considered subliminal and shall be subjected to the laws presented in this document.
-any image or movie containing hidden visual or audio messages, imperceptible at a first glance, or imperceptible in a conscious state of mind. This includes publicity ads of written and broadcasted form.
-any media material which can cause a drastic change in behaviour (such as aggressiveness or passivity) due to prolonged exposure. Although this does not fall under the term "subliminal message" it can be used a subliminal persuasion method.
-any press material or publicity material that manages to manipulate the reader without using the subject of the article or material as a persuasive technique. Example : If an article read between the lines or words (following a strict pattern, not randomly) can build an intelligible message (ambiguous messages can be considered accidents) , mainly publicity or propagandistic,this should be considered subliminal messaging. This does not
apply to belletristic writting, and does not outlaw general text interpretation.
-any broadcast, video or audio, of signals that reach beyond the general senses of the dominant species (extremely fast images or ultra-sounds) and can affect one's behaviour.
-any publicity material hidden under harmless media. The ways in which it can be hidden are multiple : from unperceptible images or sounds to visible information which can not be recorded by normal perception due to the brain's normal capacity of direct focusing on subject. (Example : While you are focusing on the main character of a children movie, your
brain will unconsciously record the details of the surrounding area).
-any goods such as clothing, alimentary products, digital or analog accesories, produced in UN countries that contain a barely or unconsciously perceptible message will fall under the label of "subliminal propaganda or publicity".
A country shall not be able to drastically modify or interpret this definition,to prevent the abuse of power. The following shall apply :
1.Subliminal messaging, with a publicity, propagandistic or prohibitive purpose is strictly forbidden. This includes the military development area. Propaganda (such as election propaganda) is allowed, as long as it's being done on a conscious level.
2.Subliminal Message Control Authorities should be founded in each country, to prevent abuse or derogation from the above law. These organisms should be state-controlled and inspected periodically. All regimes should apply the law exactly as it is, thus preventing it to become a political manipulation method. The members of these organisms should have advanced qualificationsand should cover a wide variety of domains such as :
physics, psychology,advertising or public relations.
3.The attributions of the authorities presented above should be the next :
a)Resolving any requests or reclamations coming from citizens subjected to subliminal propaganda \ publicity who managed to realise they were manipulated.
b) Detecting any subliminal material and not allowing it to spread. Since the constant check of materials such as broadcasts or audio materials would be against the freedom of expression, these materials should be checked at irregular intervals or based on the citizen reports.Decoding devices may be used for frame-rate analysis of videos or high definition analysis of video materials.
c) The only legal measures these organisms could take against derrogators should be the making of a complete file of the institution\person responsible for using subliminal means for non-entertainment, legal purpouses. They will be able to notify the local federal enforcement agency, but not directly intervene.
d)Legalizing harmless subliminal message products (such as optical illusions or any material which does not serve a direct purpose other than entertainment and does not cause seizures or other afflictions)
4. In case the material in cause clearly has a tag stating that it's supposed to have a harmless subliminal effect with entertainment purposes (optical illusions, some meditation music material and others), tag which should be legalized at the Subliminal Message Control Authority, it will fall off the jurisdiction of the first law.

This is a future UN resolution. Instead of filling the resolution form with ideas which are going to be immediately rejected, at least I could have some support on this. I could also see if it falls under any already existing UN reglementation.

It's not a Resolution unless ~ 130 Delegates approve it.
Support comes from people who like the idea and think it belongs in the UN.
This is micromanagement to a very extreme level and it is much, much, much too restrictive. There would be a lot of collateral damage done by this. I don't have the time or interest to go into it, but I'm sure someone else will, so give it a while.
This is also the third proposal idea I've seen put forth by you in a day.
Slow down.

As unlikley as it might be, I need editing help. This next resolution is way to big to fit in and it also has redudant arguments that need to be eliminated. I already spotted a way to eliminate a large part of the "Disambiguation scheme", but it is still not enough. Any help will be appreciated.

Just as a side note, Tactical Grace's "Freedom of Choice" resolution already dealt with subliminal messages, in a simple, elegant, and ironic way, no less.

Overall, needs some spacing work around punctuation marks and re-wording.
The use of such materials is a danger to the human being as a whole, not only to the citizens of a certain country.

On the whole, the proposal strikes me as a poorly-crafted series of not all that great messages. Ironic, no? I love it when that happens.

Your help is appreciated.
1.I mentioned the non-democratic regimes since most dictatorships in nationstates generally claim that my proposals are somehow trying to exclude them from the UN.
2.The title is variable, since this is only a draft.
3.Noted the "human beings" ambiguos expression. I'll try citizens of UN countries instead.
4.If the disambiguation note will disappear, the spacing will be great. However, there will be lots of messages with "expand the definition of subliminal".
5.The word replacements in the fist paragraph were noted.
6.About the last line - idea theft is a great art around these parts. As stupid or useless as you might consider a resolution, there will always be some to "inspire" from it.
Again, this is only a draft and nobody confines you to agree with the content, even if it was a final version.

There are very few proposals these days that haven't spent a long time being vetted by the UN community at large - whether it be focus forums such as ACCEL, NSO, GTT, etc or general forums such as this and Reclaimation.
Suggesting that such a process is beneath you shows both your arrogance and your failure to understand how complex the UN is and the task that is passing a proposal. It is a significant undertaking to pass a proposal, you must be prepared to spend a lot of time on it.

No. Kill. Propoganda is not subliminal messaging and should be considered completely seperately. There's a lot of reasons for this, but the most important is every single political ad could.....qualify to meet this category resulting in just about every campaign ad (except for the party in power) to be pulled from the air. No. Every single GOOD English teacher will tell you that any good piece of literature will make you able to interpret several different things from the same item. The same is true from an article. If you have different past knowledge about something, you might see more depth into an article than what is there and make more connections that have absolutely nothing to do with the article at hand and it is because it is YOUR perception.

I was going to make a special comment but.....actually it might be best if we didn't throw in that wrench. A) There's already too many problems and B) it isn't necessarily a bad thing to pick an arbitrary starting point and one that's based upon a specific species is probably not a bad marker, especially since it is unquestionably the dominant species.

I only used the expression "as unlikely as that might be" because of the fact that my previous proposals have been subjected to debate, only after their addition.
Reglementation - another regional English word...will be supressed.
All the suggestions that you've made earlier will be held into account. The "human being" expression has already been cut out :).
I've actually chosen to follow all your advice, except for the propaganda means. I will define the concept of "subliminal propaganda", thus not interfereing with the idea of propaganda and free speech.

It's not exactly an amendment since the measures taken against subliminal messages and the description and rtracking of such materials is only presented in this material.
Resolution 53 , "The Universal Freedom of Choice", states the next (among other facts which actually compose the main body of the resolution) :

...Deeply disturbed that the practice of subliminal advertising appears to erode the fundamental human trait of free will, ...
...6) Declares a moratorium on the use of subliminal advertising pending independent internationally-coordinated research into its effects on the capacity of individuals and wider society to make rational decisions...."
It demands a wider attention and surveillance, without explaining or proposing an actual solution.

What I've seen so far of this bill allows subliminal messaging only where it affects the voting process, and also allows governments to petition to have articles banned on the basis that they are in contravention of this bill.

I would personally be more comfortable with the phrase "at irregular intervals" rather than "randomly at certain intervals", but that's a very minor change.

I'm reasonably sure that you meant afflictions rather than affections, otherwise this is in line with the stated purpose of the bill.

I've read this repeatedly, and I haven't yet been able to understand it. Please clarify the purpose of this point.
The use of such materials is a danger to all the UN citizens, not only to the citizens of a certain country or regime.
This last point is not clear about what danger subliminal messages present, thus presenting a barely perceptible message. It is therefore in contravention of the very bill of which it is part.
Hope this helps bring the intention of this bill into focus.

Thank you for your support. A third draft has been issued, in which I've modified the following.
1.Eliminated election references, clearly stating that propaganda is allowed as long as it is done on a conscious level.
2.The grammar corrections were taken into account.
3.Added a brief explanation to the last law
4.Modified UN involvement and prohibitive measures capacity of the SMCA.
5.Physics - advanced subliminal messages can be hidden using extremly well crafted machinery and ideas. Example : The human eye has low fluid frame rate perception (the fps from which the human eyes percepts fluid images). This meas that any image inserted from a certain fps rate will not be perceptible by the human eye, but it may be recordable subconsciously. The detection should be made by personel licensede in Physics.
P.S : If at the end of the resolution I mention the three nations who helped with the editing, would that fall under any UN proposal post law ?

By declaring a moratorium, it is banning subliminal messages until the UN decides one way or the other. Yes, but as I'm reading, it's effectively acting as a blocker.
By declaring a moratorium, it is banning subliminal messages until the UN decides one way or the other. 1.The problem with this regulation is that it bans subliminal messages without defining or clasifing them.
2.I don't think I could repeal a regulation that adresses the issue "Freedom of choice". It would be somehow unecessary, since my resolution will only modify a single article of the initial resolution, article which is not that important to the whole.
3.Would it be alright if I integrated this resolution, regarded at a minimal level into a wider one ?
