my bro wants to join the UN he is on the same IP address as me but diffrent E-mail so can he or cant he (i realy dont want to get band so can some one tell me)

you'll get banned. Some people "claim" their little brothers registered on the same IP (little brothers get blamed for everything). You might be genuine, but tough luck.
