Requiring a nation to provide vaccinations should fall under providing free health care, which should be up to the nation.

A repeal should take place, or a re-drafting of the resolution.

Vaccinations aren't mandated by said Resolution, nor is there any good reason that vaccines for such diseases as cholera, typhoid, smallpox and such should not be made available in any country.

Edit: However, a problem with this Resolution is that it has no teeth. If something is to be done with the Resolution, it should be to repeal it in order to replace it with one that definitively provides these the basic hygiene necessities.

After drafting my own repeal of this I realized that the only argument for its need of repeal is that it's worthless. I agree that worthless proposals should be removed, but it's nonetheless pretty harmless.

After reading the proposal over again, I realised that the UN provides the vaccinations and such. The Resolution still seems very useless.

The UN doesn't provide anything according to the Resolution. All it says is that vaccinations should be made available.

It is useless in effect, but the idea is one that ought to be considered if and likely when the Resolution is repealed.
