Ahem. By the way, the proper category for this proposal is Moral Decency, not Human Rights. The rest I'll not comment on because I'm tired and irritable and liable to say things I'll regret.

First, you can't state that people in all nations who are under the age of 18 are "Minors". Different nations have different races and some of those races, the legal adult age is different. Personally i think that this is something that shoudl fall under NatSov as the UN shouldn't regulate "Legal Age".

Second, if you want to write a Resolution, be a little more creative. Yours is too short and doesn't have the body that would be in a proper Resolution.

Where do people come up with these facts? There are already age limits on consentual sex, and I don't see at all how these are preventing STDs and pregnancy (which some may consider an STD itself. "Doctor, I have a growth."). And STD is not a disease. It's a class of diseases. Why are there bolded and underlined sections?

And besides that, legal ages for drinking, driving, smoking, sex, etc., are all matters for individual nations. There is no international issue being addressed here.

The Resolution will solve other social problem:
~ By preventing pregnancy amongst "minors", this will lower poverty rates to a certain extent.
~ Disease, such as; STDs, HIV, AIDS will be prevented amongst the youth.Unfortunately, you fail to actually say what the Resolution will do. Illegal; format.
