No.

Your FACTs have opinions in them, your end clause makes a suggestion for dealing with people involved in beastiality that we neither agree with, nor think belongs in UN jurisdiction.

Also go back dig out that biology book and check where humans are placed... plant or animal..

Oh, and the "FACTs" are unsubstantiated too. Thought I'd just toss that in there...

Oh, and the "FACTs" are unsubstantiated too.

And, apart perhaps from the designation of such practices as "nasty", are just as applicable to sexual activity amongst humans without any other species...

Incidentally, is this proposal's author unaware of the fact that some UN member-nations have populations that include members of non-"human" but still humanoid species such as Elves, Dwarves, and Vulcans? How would he intend them to be affected by this proposal?

This reads to me as a retaliation of something that the proposer might have walked in on in his/her bedroom and seek to use the international body as a means to address the issue. We in our fine nation don't go into the bedrooms of our citizens unless someone is being harmed. I would advise that they increase their local laws to address this issue and leave it out of the international body.
