DRAFT: Legalize&Regulate Prostitution

Defines PROSTITUTION as the performing of sexual acts in excange for currency.

Defines a SEXUAL ACT as the touching of genitles, pubic area, anal area, and breasts either nude or clothed, using a foriegn object or not in an attempt to sexually arouse.

Recognises that prostitution continues unregulated in states where prostitution is illegal. This makes it easier for STDs to be transmitted, and lowers the general health of the populous.

Mandates the legalization and regulation of the prostitution industry. Member states should create a license for prostitues, requiring periodic physicals and blood tests. In addition to the prostitution license, any person aquiring business, or acting as a go-between for prostitutes (Pimps) should likewise be required to carry a license, and strict labor laws limiting workload for prostitutes and pay for pimps. Prostitues should be their own boss, reporting only to the state, possibly hiring out for assistance (possibly from pimps). Member states should designate certain areas/buildings/hotels where prostitutes may conduct business, also should require permits for any building or unit which primarily deals with prostitution. These areas and buildings should never be within two miles of a school, playground, or other area in which underaged children congregate. Member states should set a floor and ceiling for the cost of sexual acts, as well as imposing a tax on said acts. The tax revenue should go towards health benefits for licensed prostitutes as well as government regulated prostitution parlors.

As stated previously, no corporate entity or individual shall employ people as prostitutes and the individual prostitutes would regulate themselves.

A guild or other self-governing body might be created, and is reccomended, to help with the regulation and to reduce or eliminate (blacklist) unwelcome clientele as well as assist individual prostitutes with initial and ongoing finances, health concerns, problem clientele, etc.
