Seeking appropriate certification from WWP

The Freeland of Senthen, having recently joined the UN, and interested in abiding by all laws of the UN and recommendations as possible, hereby seek to obtain the appropriate certification, as specified by the UN resolution:

Regrettably, we cannot find the office of the WWP; and would kindly upon anyone who could direct me to said office. If the UN has been unable to formally establish said office, the Freeland of Senthen offers it's meger abilities to so formally establish said office.

OOC: To my knowledge, no one has ever RPed the WWP. Someone created a logo for them, but that's it. No one's done any committee RPing (to my knowledge) for some time. So I think your suggestion is interesting - I'd certainly be willing to RP Gruenberg seeking certification too.

I beleive our Minister of Forest was looking for their office a few days back and somebody said it was out in a large oak tree in the north parking area of the UN grounds. However he found that area had been converted to a strip club where members could go and relax after debating the days issues. Thus he was not able to find this oak tree where they were said to have their office. Shoud you find their office please pass this on to us as we need to also apply for our certification stamps. You may reach him at the strip club during the hours they are open... 9PM to 6AM... other times contact my office and I will pass your message on to him.

Ah, so you are also seeking certification. Clearly, someone should take a lead to properly organize the agency; as it existance is required by UN regulation. Senthen would be glad to take the lead; as we would be well positioned to manage the job... except in the area of Information Technology... we are sadly lacking there... say, would your nation happen to have manufacturing and management skills in that area?

To wit; no luck in locating WWP office. Would have conveyed same to your Minister of Forest; however unable to easily identify same at club. I'm suspecting he was the fellow dancing on the table with a yellow tie wrapped around his head, much like a crown; however, I was uncertain so decided to convey our failure to date in this brief note.

As for him he will not be a clown in our national circus but will have a good place behind the elepants..

The nation of the Freeland of Senthen, having recently recovered from a dire civil war, which ruined the bulk of the infrastructure, is high on labor not skilled in highly scientific technical work; but able to handle reading forms, following instructions, and managing paper work. Trying to develop to be a worthy contributor to the august body of the UN; they are working on agricultural work and basic minerals/resources work. While attempting to do this responsibly and within guidelines appropriate to a modern society, the economy is running on the brink; setbacks could lead to civil unrest or at least significant instability. While appreciating that compliance with UN requirements might be daunting, the government of Senthen pushed for a bit of wood harvesting ahead of normal production schedules to build up a bit of a resource "hedge" against which stock piles could be consumed while working toward appropriate certification within the UN structure. Never did they consider that the WWP was not in operational form, only a few week stock pile was set aside. It is imperative to the health of the Senthen economy that this issue be resolved swiftly and with certainty. While a brief delay will not be a problem, as the forestry workers are currently busy with ecologically appropriate re-plantings; once the current projects are complete, they will be thrown into unemployment if the certification issues are not resolved.

As such, the Freeland of Senthen, having a workforce available to implement; and in great need of "hard currency" (ref: http://forums.jolt.co.uk/showpost.php?p=11132298&postcount=488 ) which this activity would likely produce for the purpose of providing opportunities to the people of Senthen further economic development in an environmentally appropriate manner are highly motivated to successfully establish the WWP. >

President Chapman is still riding unprecedented approval rating following the resumption of international relations and the joining of the Freeland of Senthen to the NS UN. Edging close to 70% approval, it isn't clear this can be sustained. The rhetoric of Ben Hujam, leader of the opposition party, cautions that it is too soon for Sethens to be exposed to the corruptive influence of the world, maintaining that national harmony can -only- be maintained when our great land is free of the unnecessary impediments of a global influences. "A perfect example," he maintains, "is the UN's inability to enforce it's own laws, and the chaos that ensues. Surely, our economy will collapse when we cannot restart our lumber industry because we cannot get a certification which the UN Law requires."
When asked about this issue, Chapman responds, " We have planned ahead. Certification: As required by UN resolution, any country, or nation, who logs for any purpose must have a logging certificate issued to it by the United Nations. Any one who logs without such a certificate is, by definition, conducting illegal logging.

Requirements for certification: Compliance with guidelines established by the World Woodland Protection Team, AKA WWP; and payment of certification fees; which will be used for the purpose of issuing certificates an off set the cost of the required annual and random checks of the loggers.

Costs of certificates: Given that for some nations, it is impossible to distinguish between the state and corporate logging, any nation may obtain a national logging certificate at the cost of $.001USD per citizen. Alternatively, companies can obtain a logging certificate at the cost of $100USD/hectare logged in the previous year; with a requirement to pay certification fees for any logging done the following years or fractions there of.

Guidelines: These may be amended over time by the board of governance.
Two fundamental types of logging are recognized; logging of protected areas; logging of unprotected areas. Nations may define protected areas; but at a minimum must designate 20% of normally forested lands as protected; nations may protect larger areas.

Protected areas:
Logging in protected areas may not be done in a manner to completely deforest a large area; in a given hectare, at most, 30% of the trees may be harvested until such time as replacement trees have grown; areas left with trees must be designed to protect the natural of the balance of the area for both plant and wildlife.
Logged areas must be replanted with appropriate mixture of plants which will reestablish a natural blend to the forested area. If necessary, a second planting with "later stage" trees is required to assure a properly balanced mature forest.

Unprotected areas:
Re-purposing of land - provided national permits are obtained, a logger need not replant for replacement forest growth; however, the logger is required to ensure appropriate anti-erosion measures are taken; for instance if farming is the intended re-purpose of the land, the logger will ensure some for of grass or other soil retaining plant is sown. If the land is to set for residential or commercial development, black topping or other less "natural" methods of erosion prevention may be applied to avoid water contamination by runoff.

Non-re purposing of land - any unprotected land may be harvested to the 70% threshold until replacement trees are grown. Replanting is required; however, only a proven "stable" tree mix must be planted, it is not required to return the land to the original tree mix.
