Because of Autism didn't work, this resolution is a change to effect everyone with Mental Deficencies

Resolution: MENTAL DEFICIENCY/HANDICAP EDUCATION Inititives

DEFINES A "mental deficiency" or "mentla handicap" as an anomaly in the brain or nervous system, brought about by injury, birth defect, or other means that in someway inhibits the abilities of a person, physical or intellectual or otherwise.

MANDATES That all schools located in UN Nations, excluding schools for the gifted and higher education institutions (college/university) must provide educational aid to students with mental deficiencies or handicaps.

This can include:

Article (1): Teachers within U.N member states receiving at 'teacher colleges' at least one course in dealing with Mental deficent or handicapped chidren and taught on how to deal with the implications of these handicaps in the classroom setting.

Article (2): The instruction to Mentally deficent or handicapped students should be based on social and emotional concepts, and follow a Cognitive Behavioral study of the teacher's choosing be instructed.

Article (3): The use of visual aids that help Mentally deficent or handicapped students digest and understand the information better through these visual concepts.

This resolution also urges that for:

Article (4): In economical context, if a U.N member states has the financial capital to create classes that are benefitial to Mentally Deficent or handicapped children in their ability to learn this resolution urges the creation of such class room systems.

Article (5): Urges that one on one teacher and student relationships be instructed so that Mentally Deficent or Handicapped children can continue in their studies. And if not possible, the hiring of aides to assist these children when a teacher is busy.

Define it "for the purpose of this Resolution" to limit the scope of this defining business. Also, make mental deficiency and mental handicape injuctive instead of disjunctive. That is, use the word "and" to separate them, and not "or". This is also dealing with mental handicaps, so get rid of the physical part of this clause. You also have to change "otherwise" because that would include everything that inhibits the abilities of a person. Remember, your proposal is meant to deal with mental handicaps.

Special Education is a VERY expensive program, and it takes a lot of special training and learning for someone to become a special educator. I think it is a bit unnecessary to include ALL schools in the UN. In fact, I would go so far as to say that only 5% of the schools (though this is based only on conjecture and not backed by research or statistics, so someone with more devotion to the issue should look to see if that's a reasonable amount) should be required to have special education programs.

What is a (quotated) "Teacher College"? Furthermore, it is unnecessary that every teacher be trained in special education. I am also of the opinion that one course in special educating is not going to be sufficient to prepare a teacher to deal with the needs of mentally disabled children.

Not for the UN to decide. Period.

I don't know what to think about this clause here.

That's a lot of money and a lot of manpower there. Most nations won't be able to do that. "Urges" doesn't give it teeth, but that's not going to go over well with people in the General Assembly.

I trust this is aimed only at state-run schools. If it is, please say so in the text. If not, the people of Cluichstan cannot support this proposal.
