Why don't all proposals end up here

I was looking at the proposals in the list proposal section and why aren't at least most of them here for discussion. Only like five out of 30 or so are here??

Ask the authors of those proposals why they're so foolish as to not come here first. About a third to a half of the proposals on here make it to quarom. About 1/50 to 1/100 make it to vote of all that are submitted.
It might make mods life easier if we could cull the herd
Even better, why don't all 2000 delegates read through the proposal list, or come onto the forums to discuss each resolution at vote.
Or the 30,000 members - many of which bitch about NatSov. Why don't they come here to debate it?
Oh god, 30,000 idiots bitching randomly on here. I'd get a really big headache.

Really, it's a matter of not knowing the effort it takes to pass a resolution. A lot of hotshots just show up thinking "I don't like this, I should try changing it". A few of them even drift onto here and are horrified at how badly we end up shredding their ideas. Some of them think it's a shear crime that we would ever consider their proposal less than worth a nugget of gold per letter.
So a combination of arrogance, ignorance, laziness and not giving a damn.
And as I hinted, I'm rather glad they don't.

I would, but I've already had my main nation booted from the UN for submitting silly proposals. :p
