I'm interested in proposing free higher education, University, College, etc, for all nations; I however need a few endorsements.

Bear in mind, not all UN nations are developed nations. There are going to be many countries who cannot afford to provide free higher education - how are they going to pay for it?
Furthermore, why should they?

If you're looking for endorsements you'll need to talk with the members of your region.
