I have to run, but I tallied this a while ago, and have a more comprehensive list somewhere. It's PC, with 11.
Depending on how one counts co-authorships, submissions-on-behalf-of, etc., L&E, Jey, Mik and I are next.

Yelda ought to be third on the list; just because Franxico did the actual submission doesn't mean he didn't write it.

Well, I wasn't really ranking them in order, although it came out basically as so.
Anyway, the premise is slightly silly. Puppetwank may be less common in the UN, because of the game restriction, but it's still there, so we have no way of knowing that people haven't used other nations for resolutions. Further, the branding rules mean that who gets a co-author has changed - people who might have done so before now don't, but that doesn't lessen their ACTUAL contribution to the proposal.
Moreover, almost every proposal will have some degree of input from someone else. What's notable about PC's achievement is that he largely did draft on his own, but even then, he got help - I remember Auss helping with RiT, L&E's comments on UNSBE, Roathin on TMB, and so on. People like _Myopia_ (as one example that sticks out) have made countless important contributions to proposals, but rarely get credited as "co-author".

I'm going to agree with the representative from Gruenberg on this one. The best resolutions require support from countless members, either in the actual drafting of the resolution, or the telegram campaigns that accompany them.
Perhaps its just my personal miff at having never brought a resolution to the floor; perhaps a legitimate claim. But all the same, a count isn't really much of a tool.
