DRAFT 2: The Healthier Environment Act

This Act is to improve the worlds general environment and to conserve the environment for future generations.

MANDATES:

1)At least 20% of energy produced in nations must be produced using renewable energy sources such as wave energy or solar energy for example. Nations will have 5 years to bring this into effect.

2)When trees are cut down a tree sapling must be planted for each tree cut down. This is to conserve national forests in nations where this can be applied.

3)Recyclable waste bags should be issued to all citizens/subjects within a state. These bags will be for plastics and cardbord and all other recyclable materials to be disposed in. These bags will then be transported to recycling plants where all materials will be recycled including the bag. Food shall still be disposed of in normal waste bags.

4) If recycling plants are not avaliable in some nations they will have 3 years to build as many as each nation needs. During this time nations may be able to set up deals with other nations to transport their recyclable waste to those nations to be recycled or have the option of continuing with normal waste disposal until the plant is ready.

5) Environmental studies will be made compulsory in schools so children can learn the need for conservation. This can be done through either theory lessons taught in the classroom or practical lessons where children will go out and participate in ways of conserving the local environment.

6)The United Nations Environmental Inspectors (UNEI) will be set up to keep member nations in check with this Act and make inquiries into nations that are accused of not complying with this Act.

Why not go all the way and recycle food waste, as well? Since you have a mandated recycling program, you could create a mandated composting program. Food waste makes up a rather large percentage of landfill, where it doesn't get enough air to decompose properly. With a composting system in place, food waste becomes valuable, fertile, soil amendment in a very short time.

I agree solely with the first proposal, but the deadline must be extended to fifteen years, or an absolute minimum of ten.

As for the others. The UN is not an indoctrination center, it is not a world government, nor should it be. And it shall make no forays into areas that are the sole responsability of the sovereign nations of this 'club'.

Many can't do a good job of teaching them to speak, read, write, spell, or count in their own language. So why should we add this to what they must learn when we have more important things they must learn going to the background because somebody feels this needs to not be taught or that needs to be taught.

It's still up to parents to teach their children some things about life and this we feel is one for them to teach. If a student on completion of a basic education (here age 5-10) wants to enter into a field and continue to learn more about enviromental subjects then here they can do that. But in our basic schools (ages 5-10); we teach basics and leave some things to parents to teach. Thus our children learn to speack our national language and understand our laws and system of government so they will be better citizens after they finish National Training Service (age 10-16) where they learn job skills that make them productive citizens.


We do have recyle programs in place in our basic schools but it's not a required subject to be taught in them. Thus they learn by doing not watching some fuzzy critter dance around singing 'crush the can put in a green bag let the nice man carry it off so can become your next bike some day soon'. As this we see is a waste of funds that are needed to be applied on more important issues.. If a child can't read or understand then no amount of talking about recyling will do any good.

So now all our 2 billion citizens are going to be issued their colored bags to carry with them to put their recylabe waste in. Do you realize how many nations in NS UN have as many citizens in it as my nation does. Now consider how many bags this is. Why in hell does every citizen need bags? Yet you MANDATE they be issued them.


Also somebody mentioned the recycling of food waste rather than just toss it out.. We have found uses for such and don't toss it out, instead it goes to feed certain animals that we in turn eat thus the cycle turns 360 degrees not just half way around. What our animals refuse to eat or we feel would make them unfit for us to eat we reprocess and export to some poorer nations as welfare supplies.

I agree with this proposal, except for points 3 and 4 (perhaps because I didn't fully understand what purpose do these 'recyclable waste bags' serve and why must I go through such trouble to ensure that every citizen on every planet of my interstellar empire must NECESSARY have one :p ).

Note that I am not in UN yet, though I am thinking of joining.

2. After these providers have been setup more research is carried out on more renewable sources. To raise the % of energy produced by renewable sources by 5% every 20 years.

3. When a tree is cut down by for a new tree is planted in that place. This is to conserve the area for future generations.

4. Recycling plants are built to recycle materials such as plastic and cardboard. Nations will be given 7 years to build these plants.

5. Environmental studies is taught in secondary education to all pupils. This is so students realise the need for conservation to sustain the environment
