Resolution Endangered Fish Protection Protocol

REALIZES that a proposal for the creation of an Endangered Fish Protection Protocol has not been created in the NSUN.

CONDEMS the overfishing of fish stocks of endangered fish just for the lucrative prices back on land for these valuable fish.

This resolution URGES the IMMEDIATE END to fishing by U.N member states of fish species that are going extinct like th sword fish and cavier, and a more 'sustainable' quota on fish stocks that have not been fished to possible extinction.

This resolution mandates the creation of a protocol to be create the is UNIVERSALLY accepted by all U.N member states with regards to endangered Fish species and the protection of these species.

(1) The creation of a Universal protocol that recognizes that when a species of fish gets down to a minimum of 100,000 fish or less that an automatic ban on fishing of that species is ordered to its recovery.

(A) The voluntary funding by U.N member states on a Endangered Fish Scientific Research Databank to reqister U.N wide, the names of each endangered fish until such a time that these fish are deemed to be catchable again. For instance, the immediate adding of the fish (swordfish, Orange Roughy, Chilean Sea Bass, and Caviar)

(B) The voluntary funding of scientific expeditions connected to the databank to study and calculate if a fish species should remain on the endangered list or removed.

(C) The ban will ensure that any vessel flying the flag of a U.N member state can be boarded and have it's crew arrested or have heavy fines laid against the crew and the fishing industry that runs the ship. If caught fishing these endangered fish as recognized by te Endangered Fish Scientific Research Databank.

(2) The practice of sustainable fishing and fishing of sustainable fish species under economically viable, and environmentally viable conditions. The sustainable fishing of cod and salmon for example.

(3) Endangered Fish Protection Protocol Quidelines:

1. When a fish species gets below 100,000 fish in its species, an automatic ban on fishing that species until removed from the endangered list by the Endangered Fish Scientific Research Databank

2. Endangered Fish suggestions can be given to the Scientific Databank by U.N member states if consensus is reached that a fish species is endanger.

3. This will not be done out of economic initivites by one nation trying to stifle another in economic fishing as the Databank will look into the request by U.N member states on Endangered fish species before adding it to the list.

4. However, the name of that fish speciess suggested by U.N member states will be put on a (possible endangered list) and U.N member states will be asked to not fish that fish species until the Scientific Databank has done its work.

5. When a fish species is added to a databank it can be removed as the Databank will be doing research each and every year to see if the fish stock is doing better.

Description : In these times of Population growth expanding into environmentally sensitive areas of the NS world, with natural habitats being encroached. With over fishing and hunting of game running unchecked, a side effect is the ever greater numbers of animals on the brink of extinction. It is with these concerns we enact the United Nations Conservation of Endangered Species Bill, UNCoESB

Article 1: The Executive

On ratification by the General Assembly, the UN shall set up an executive body to monitor NS World wildlife numbers. The Executive shall decide what numbers apply to each level of animal population and what Species receive the title "Endangered" and the protections the title affords. The Executive shall control funding and see it is used where it is most required.

Article 2: Quotas.

International best practise should be adopted in forming quotas and heavy penalties should be applied if these quotas are broken. Imposition of quotas should ensure that total bans on fisheries or game hunting of a specific species should be a rare event.

Article 3: Education.

National governments are charged with educating local populations in the benefits of conservation of species that are heavily hunted within their national boundaries.

Article 4: Species of National Importance.

Where there are species regarded with a sense of national importance, National governments may apply conservation orders on that species within its own national boundaries and impose national restrictions to hunting of that species. These restrictions shall only apply within the National boundary and are not applicable to neighbouring Nations unless an agreement has been set by the neighbouring countries.
National Governments may set penalties for breaches of these national conservation orders.

Article 5: Monitoring

The UN in conjunction with National and Regional Governments, Non Governmental Organisations and Environmental agencies shall constantly monitor closely wildlife numbers in their area of concern. These numbers shall be tallied yearly so they may show increases or decreases in the numbers of wildlife. If considerable decrease or a recurring trend of decrease in population is noted local conservation attempts shall be instituted at a national level aided by local populations and national agencies.

Article 6: Capture and Breeding

If local populations decrease to a worrying level then local Zoological and Marine specialists shall step in to capture and breed, in an attempt to reverse the decrease in numbers. Also, if larger populations of the same animal exist in another part of the NS world steps should be taken to introduce new blood lines to the endangered species.
Local Bans shall be instituted on hunting of the endangered animal until such time as it is deemed safe to do so. Quotas shall then be applied to the hunting of the recovering species.

Article 7: Full Escalation.

Where a Species of animal has come dangerously close to world extinction levels, The UN shall impose a Full escalation of Protection to the species. All hunting of the species shall be expressly forbidden. Full funding shall be granted for the escalation of steps to conserve the species and to rebuild its population to an acceptable level for the species to recover. Criminal charges shall be brought against any individual or group in contravention to this.
We hereby enact the UNCoESB.

I think that this is animals in national boundaries. My resolution is for lakes and rivers but also for the open ocean. For U.N members. I read alot about animals but I didn't read anything about Fish.

Rereading it it is more to the wildlife side but it does have to do with bits about marine

I think that UNCoESB does cover Marine life suitably enough to render this one unneeded.

On another note, Caviar......caviar is fish eggs. It comes from a few species of fish, some of which are close to endangered, but it is not a species unto itself.

I think that this is animals in national boundaries. My resolution is for lakes and rivers but also for the open ocean. For U.N members. I read alot about animals but I didn't read anything about Fish.Where do you think those lakes and rivers are? Most nations have them in their boundries. Also because R119 don't say FISH it does say animals and last time I checked my bio book they were animals. Thus R119 covers them enough.

We don't need another UN committe that we have to find office space for and then fund them on their ispection trips when we already have at least one doing what they would be suppose to do.

Well that's what you forget for training people :D

As a discussion on a 'first proposal' basis, it's not bad at all though. It repeats itself a couple of times but there's been far worse ones.

For a first time, this is indeed very good. If nothing else, it is fairly free of spelling mistakes and a lot of style issues aren't there.

However, UNCoESB is considered to cover all endangered species.

I have a few things I would like to comment about that you may wish to consider for future proposals.

1) The fact that you added specific instances really shouldn't be done. This proposal will, theoetically, remain in place forever. Therefore, if the swordfish returns to full strength in 10 years, it would still be labelled as endangered unless we repealed this entire article.

2) 100, 000 is a really small number when you consider the global population of 6 trillion.
