An ambassador arrives...

St Edmundan Antarctic

The doors of the General Assembly open, and a man who's dressed in a penguin costume enters the chamber. When he gets a chance to address the assembled diplomats he says _

"Greetings. I am the ambassador to this organisation for the Protectorate of 'St Edmundan Antarctic', which has just been granted membership. Our nation meets the normal requirements of possessing identifiable territories -- in our case approximately a third of one Earth's version of Antarctica -- and a population of at least five million, although admittedly very few of those people actually live in the country's own lands rather than in our mother-nation of 'St Edmund'. Any views that I express here in my official capacity may be taken as representing the views of the governments of both St Edmundan Antarctic and St Edmund."

(Some of the other delegates present may recognise his voice as being that of Alfred Sweynsson MD, who was St Edmund's ambassador to the UN until that nation renounced its membership a couple of days ago...)

I thought that this would be a more entertaining option than just creating a 'St Edmundan UN Office' as my new puppet for this role. Because it's only a 'Protectorate' its government (and thus its ambassadors) are effectively controlled by the government of St Edmund rather than by its "local" electorate. The people of this new "country" were almost all nationals of St Edmund before choosing this status, most of them were recruited from amongst its more pro-UN groups and most of them now possess dual nationality: As they mostly live in St Edmund which is now outside of the UN, rather than in this UN member-nation's own territories, they are of course mainly still subject to St Edmundan law without the effects of UN Resolutions... ;)

All of St Edmundan Antarctic's own territories (whether land, ice-shelf or sea), apart from those of its embassies and other extraterritorial enclaves that are located north of the Antarctic Circle, have been placed on the 'World Heritage List' (http://ns.goobergunch.net/wiki/index.php/World_Heritage_List) so that keeping people out of them is easier to justify...
