Oh no. Here we go again. Another debate on Compliance in the works. I'm going to try to make it simple, despite it all being rather complicated.

-If you're in the UN when a resolution passes, it changes the national statistics for your nation. It is implemented by the game engine.

-If you're not in the UN when a resolution passes (ie. previous resolutions) then you're assumed to be in compliance despite not having undergone the stat changes that implement the resolution.

I can expand on this quite a bit if you like. This is a very bare-bones description.

in statistic terms - no. In gameplay and roleplay terms - yes*

* Although you can roleplay non-compliance but the simple answer is it does affect you in gameplay and roleplay terms, and it's easier to get a stright answer than a confused answer.
